Government Plan: assessments of planned efficiency savings P.88/2019

THE  STATES,  commencing  consideration  of  a  proposition  of   Deputy  Geoffrey  Peter   Southern  of St. Helier entitled Government Plan: assessments of planned efficiency savings' (P.88/2019), commenced consideration of an amendment of the Chief Minister (P.88/2019 Amd.) and, adopting an amendment of Deputy  Geoffrey  Peter   Southern  of   St. Helier  (P.88/2019 Amd.Amd.),  agreed  that  after  the  words "each year," the words "as part of" should be deleted and there should be inserted the words "to be included as a separate paragraph within"; that after the words "seeking the Assembly's" there should be inserted the word "specific"; and that after the words "endorsement of" there should be inserted the words "each of".

THE  STATES,  adopting  the  amendment  of  the  Chief  Minister,  as  amended,  agreed  that  for  sub- paragraph (b)(i) and (ii), there should be substituted the following –

"(b)  to agree that the Council of Ministers is requested to bring forward detailed proposals each year,

to be included as a separate paragraph within the Government Plan proposition, seeking the Assembly's specific endorsement of each of the efficiencies contained in the Government Plan.".

THE STATES resumed consideration of the proposition of Deputy Geoffrey Peter Southern of St. Helier , as amended, and, adopting an amendment of Deputy Geoffrey Peter Southern of St. Helier (P.88/2019 Amd.(2)), agreed that for the words "Public Accounts Committee" there should be substituted the words "Scrutiny Liaison Committee" and that after the word "undertake" there should be inserted the words ", commission or oversee".

THE STATES, resuming consideration of the proposition of Deputy Geoffrey Peter Southern of St. Helier , as amended, rejected a proposition of Deputy Jessica Harriet Perchard of St. Saviour that, in accordance with Standing Order 83(1)(a), the matter should be referred back to Deputy Geoffrey Peter Southern of St. Helier in order that an ambiguity in the information relating to the proposition which had already been provided to the States could be clarified.

THE STATES resumed consideration of the proposition of Deputy Geoffrey Peter Southern of St. Helier , as amended, and, adopting paragraph (a) of the proposition, requested the Scrutiny Liaison Committee, throughout the life of the Government Plan, to undertake, commission or oversee detailed 6-monthly assessments of the planned efficiency savings, specifying the expected impact on the ongoing delivery of public services, by Minister, Department and Common Strategic Policy priority, accompanied by a comparable comprehensive review of the real impact of the previous 6 months' efficiencies.
