THE STATES, resuming consideration of a proposition of Deputy Robert James Ward of St. Helier entitled Climate change emergency: actions to be taken by the Government of Jersey' (P.27/2019), rejected paragraph (a) of an amendment of the Minister for the Environment (P.27/2019 Amd.) that the Minister for the Environment should assess how Jersey might become carbon-neutral by 2030, and accordingly be requested to draw up a plan as part of the first 5-year review of the Energy Plan to achieve this, for presentation to the States by the end of 2020.

THE STATES resumed consideration of the proposition of Deputy Robert James Ward of St. Helier , as amended, and, adopting the proposition, agreed that there existed a climate emergency likely to have profound effects in Jersey, and that in order to deal with this situation –
- Jersey should aim to be carbon-neutral by 2030, and the Council of Ministers was accordingly requested to draw up a plan to achieve this, for presentation to the States by the end of 2019;
- the Minister for the Environment was requested to carry out, as part of the process for drawing up the forthcoming Government Plan for 2020, an examination and assessment of more ambitious policies to accelerate carbon reduction, to include an assessment of the use of fiscal levels to change behaviour and raise awareness; and
- the Chief Minister was requested to ensure that consideration of action to tackle climate change in Jersey was included as a standing item on the agenda of the Council of Ministers.

THE STATES, adopting a proposition of the Chairman of the Privileges and Procedures Committee, agreed that it would adjourn that day at 5.30 p.m. and that it would meet on Friday 3rd May 2019, if required, in order to finish consideration of any outstanding items of public business listed for the present meeting.
Elected Speaker and Deputy Speaker of the States Assembly: selection and appointment P.31/2019
THE STATES, commencing consideration of a proposition of Senator Samuel Yves Mézec entitled Elected Speaker and Deputy Speaker of the States Assembly: selection and appointment' (P.31/2019), and adopting an amendment of the Connétable of Grouville , agreed that –
In paragraph (1), before the words "to agree that –", there should be inserted the words "subject to paragraph (3);
For the full-stop at the end of paragraph (2), there should be substituted a semi-colon; and After paragraph (2), there should be inserted the following new paragraph (3) –
"(3) paragraphs (1) and (2) shall be void and of no effect unless the majority of the people voting
in a referendum on the question of whether the Bailiff should remain the President of the States, held in accordance with the Referendum (Jersey) Law 2017, have voted against the Bailiff remaining the President of the States.".
