THE STATES assembled remotely, in accordance with Standing Order 55A, as the Bailiff considered that it was not possible to convene or maintain a quorate meeting in view of a substantial risk to the health of both States Members and the public.

Green lanes and quiet lanes: priority to pedestrians, cyclists and horse riders P.79/2020

THE STATES commenced consideration of a proposition of Deputy Robert James Ward of St. Helier entitled Green lanes and quiet lanes: priority to pedestrians, cyclists and horse riders' (P.79/2020) and, adopting an amendment of the Comité des Connétable s (P.79/2020 Amd.), agreed that –

in paragraph (a), for the words "designated Green Lanes and designated quiet lanes' ", in both places they occurred, there should be substituted the words "designated roads";

in paragraph (b), for the words "designate the Green Lanes and quiet lanes' in the Parishes" there should be substituted the words "designate roads";

in paragraph (c), after the words "the first quarter of 2021" there should be added ", if considered practicable by the Comité and the Minister";

in paragraph (d), for the words "Green Lanes", in both places they occurred, there should be substituted the words "designated roads"; and

in paragraph (e), for the words "Green Lanes" and quiet lanes' " there should be substituted the words "designated roads".

THE STATES resumed consideration of the proposition of Deputy Robert James Ward of St. Helier , as amended, and, adopting the proposition –

  1. agreed that priority should be given in law to pedestrians, cyclists and horse riders in designated roads in the Parishes and that vehicular traffic should only be allowed in such designated roads for essential travel;
  2. requested the Comité des Connétable s to designate roads in Parishes where priority should be given, as requested in paragraph (a) above;
  3. requested the Comité des Connétable s, in consultation with the Minister for Infrastructure, to bring forward for approval the necessary changes to legislation to give effect to paragraphs (a) and (b) by the first quarter of 2021, if considered practicable by the Comité and the Minister;
  4. requested the Comité des Connétable s, in consultation with the Minister for Infrastructure, to update the current road signs and markings for designated roads in order to show that priority was given in the use of designated roads to pedestrians, cyclists and horse riders; and
  5. requested the Comité des Connétable s to undertake a public awareness campaign in conjunction with third parties, as appropriate, regarding the use of designated roads and the priority given to pedestrians, cyclist and horse riders.

Extended limits of co-payments for G.P. consultations: young people and pregnant women P.80/2020

THE STATES commenced consideration of a proposition of Deputy Carina Soares Alves of St. Helier entitled Extended limits of co-payments for G.P. consultations: young people and pregnant women' (P.80/2020) and, adopting an amendment of Deputy Carina Soares Alves of St. Helier (P.80/2020 Amd.), agreed that –

in the preamble to paragraph (a), for the words "to review his recent decisions on the level of co- payments to be charged to various groups of patients for the delivery of primary care and" there should be substituted the words "to take such steps as are necessary, for implementation between the cessation of the current agreement between the Department of Health and Community Services and the Island's G.P.s and the commencement of a scheme on 1st January 2021 in accordance with the States Assembly's adoption of Affordable access to Primary Care Scheme' (P.125/2019) on 4th February 2020,"; and

in paragraph (a), for the words "extend the age limit for" there should be substituted the words "allow" and for the words "4 years" there should be substituted the words "0 years".

THE STATES resumed consideration of the proposition of Deputy Carina Soares Alves of St. Helier , as amended.

THE STATES adjourned, having agreed to reconvene on Thursday 16th July 2020 to continue consideration of the proposition of Deputy Carina Soares Alves of St. Helier entitled Extended limits of co-payments for G.P. consultations: young people and pregnant women' (P.80/2020), as amended, and the other outstanding items of public business listed for consideration at the meeting.
