Extended  limits  of  co-payments  for  G.P.  consultations:  young  people  and  pregnant  women P.80/2020

THE STATES, resuming consideration of the proposition of Deputy Carina Soares Alves of St. Helier , as amended, rejected the proposition to request the Minister for Health and Social Services, in consultation with the Minister for Social Security and the Council of Ministers, as appropriate, to take such steps as were  necessary,  for  implementation  between  the  cessation  of  the  current  agreement  between  the Department of Health and Community Services and the Island's G.P.s and the commencement of a scheme on 1st January 2021 in accordance with the States Assembly's adoption of Affordable access to Primary Care Scheme' (P.125/2019) on 4th February 2020, to –

  1. allow young people to receive free G.P. consultations from 0 years to 17 years of age;
  2. reduce the cost of a pregnancy package' for pregnant women from £120 to zero; and
  3. identify the appropriate source for the funding of this improvement.

G.P. fees and income support P.81/2020

THE STATES commenced consideration of a proposition of Deputy Geoffrey Peter Southern of St. Helier entitled G.P. fees and income support' (P.81/2020) and, adopting and amendment of Deputy Geoffrey Peter Southern of St. Helier (P.81/2020 Amd.), agreed that in the preamble to paragraph (a), for the words "to review his recent decisions on the level of co-payments to be charged to various groups of patients for the delivery of primary care, and" there should be substituted the words "to take such steps as are necessary, for implementation between the cessation of the current agreement between the Department of Health and Community Services and the Island's G.P.s and the commencement of a scheme on 1st January 2021 in accordance with the States Assembly's adoption of Affordable access to Primary Care Scheme' (P.125/2019) on 4th February 2020,".

Investigation into the establishment of a digital register of landlords and tenants P.82/2020

THE STATES commenced consideration of a proposition of the Deputy of St. Peter entitled Investigation into the establishment of a digital register of landlords and tenants' (P.82/2020) and, adopting an amendment of the Deputy of St. Peter (P.82/2020 Amd.), agreed that, for the words "and of the Lodging Homes (Registration) (Jersey) Law 1962 in order to determine the feasibility of using this legislation", there should be substituted the words ", the Lodging Houses (Registration) (Jersey) Law 1962 and any other legislation or data source deemed relevant in order to determine the feasibility of using this legislation and these data sources".

THE STATES resumed consideration of the proposition of the Deputy of St. Peter , as amended, and, adopting the proposition, requested the Council of Ministers –

  1. to investigate the provisions and administration of the Control of Housing and Work (Jersey) Law 2012 (in particular Articles 9 and 16), the Lodging Houses (Registration) (Jersey) Law 1962 and any other legislation or data source deemed relevant in order to determine the feasibility of using this legislation and these data sources to establish a digital register of landlords and tenants, with the register to cover landlords and tenants of accommodation in the following categories –

Qualified accommodation;

Registered accommodation;

Lodging houses;

Lodgings in private dwellings; and

  1. to report back to the States Assembly by 1st September 2020 with the findings of this investigation, identifying (where appropriate) prospective changes that could be made to the legislation and that would increase the feasibility of using the Laws for the purpose of establishing such a register.
