The Bailiff advised the Assembly that Government House had announced that Her Majesty The Queen had approved the appointment of Mr. Matthew Jowitt as H.M. Solicitor General.

Carbon Neutral Strategy 2019 P.127/2019

THE STATES resumed consideration of a proposition of the Minister for the Environment entitled Carbon Neutral Strategy 2019' (P.127/2019), as amended, and, adopting the proposition, received the Carbon Neutral Strategy 2019 as set out in the Appendix to the Report and –

adopted the defining principles for the Carbon Neutral Strategy, as set out in section 3 of the Appendix to the Report with the addition of a fifth defining principle, "We will make sure that carbon neutrality policies do not overall increase income inequality", in accordance with the more detailed explanation of the principle set out in the report accompanying the amendment of Deputy Kirsten Francis Morel of St. Lawrence (P.127/2019 Amd.), as amended;

agreed to the establishment of a citizens' assembly as defined by the mandate for a carbon neutral citizens' assembly, as set out in Appendix 3 to the Appendix to the Report except that –

for the first bullet point of Paragraph iii, there should be substituted the following bullet point –

"• a chairperson to be appointed by the Government with the consent of the citizen's assembly;"; and

after Paragraph viii, the following paragraph should be inserted –

"(ix) The Environment, Housing and Infrastructure Scrutiny Panel shall have the right to observe

meetings of the citizens' assembly, as well as the selection and reporting process, and will report its observations and findings to the States Assembly."; and

requested the Minister for the Environment to lodge by the end of 2020 a proposition containing a longterm climate action plan for debate by the States Assembly.

THE STATES noted that the Assistant Minister for Social Security had informed the Greffier of the States, in accordance with Standing Order 30(2), that the propositions of the Minister for Social Security entitled Income Support Medical Appeal Tribunal: appointment of members' (P.3/2020) and Social Security Medical Appeal Tribunal: appointment of member' (P.4/2020) would be deferred from the present meeting to 10th March 2020.
