Standing Order 55A – remote participation
THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with members able to participate remotely using Microsoft Teams.

The Bailiff , in accordance with Standing Order 12(4)(b), ruled that the answer tabled on 23rd November 2021 by the Minister for Health and Social Services to the question asked by the Connétable of St. Lawrence (WQ.458/2021) had contravened Standing Order 12(2A) and directed the Minister to submit an answer that did not contravene the Standing Order.

THE STATES, adopting a proposition of the Minister for External Relations and Financial Services, agreed to defer consideration of his proposition entitled Principles for Jersey's Participation in United Kingdom Free Trade Agreements' (P.94/2021) to follow consideration of the proposition of the Council of Ministers entitled Assisted Dying' (P.95/2021).
Proposal to suspend Standing Order 104A
THE STATES, adopting a proposition of Deputy Gregory Charles Umberto Guida of St. Lawrence , agreed, in accordance with Standing Order 80, to suspend Standing Order 104A for the duration of the consideration of the proposition of the Council of Ministers entitled Assisted Dying' (P.95/2021), and the accompanying amendment, in order that no time limit could be applied to speeches made during consideration of the proposition.

Assisted Dying P.95/2021
THE STATES commenced consideration of a proposition of the Council of Ministers entitled Assisted Dying' (P.95/2021) and, adopting an amendment of Deputy Kirsten Francis Morel of St. Lawrence (P.95/2021 Amd.), agreed that, in Paragraph (d), after the words "Ministers to" the remainder of the should be substituted with the words "lodge final proposals (to include all processes and safeguards on assisted dying) for debate by the States Assembly, prior to the preparation of instructions for the Legislative Drafting Office, with the debate on such proposals to take place by October 2022, and with a view to draft legislation being available for debate by the States by the end of March 2023".
