Jersey A1. The Committee, with reference to Minute No. B3 of 14th September 2020, as Electoral previously constituted, recalled that it had confirmed its support for the establishment Authority - of a Jersey Electoral Authority to act as an independent arbiter and central contact point appointment of for elections. To that end, the Committee received and considered a report by the Chair and Deputy Greffier of the States which outlined the background and proposed appointment members of the Chair and members to the newly established Jersey Electoral Authority (JEA).
The Committee noted that Article 13A of the Elections (Jersey) Law 2002 provided for the establishment of the JEA and, in accordance with the provisions of the Law, the Committee was required to appoint a Chair and members and give 15 days' notice of its intention to appoint to those roles.
Following a successful recruitment process overseen by the Appointments Commission, the Deputy Greffier advised that Mr. J. Everett, Mr. A. Hodnett and Mrs. E. Sharples had been identified as ideal candidates to serve as the Chair and members of the JEA. The Committee was provided with the following information about each candidate:
Mr. J. Everett (Chair)
Mr. Everett had worked for Equiom Group as Group Chief Risk Officer since 2020 and had been involved in the design and roll-out of risk identification, analysis, mitigation and reporting as well as Compliance and Governance. Previously he had been the Deputy Director General of the Jersey Financial Services Commission and had also worked in the United Kingdom for the Financial Services Authority in policy development for a total of 11 years. As a student he had sat on the Board of Directors

of the Electoral Reform Society and had maintained a keen interest in the mechanics of the electoral process. He was currently studying for a BSc in Mathematics and Statistics with the Open University.
Mr. A. Hodnett
Mr. Hodnett had a BSc in Economics from the University of Bath and was working towards a Master of research (MRes) on the same subject. He was currently employed as an Economist at the Competition and Markets Authority, having previously worked at the Department of Transport, Centre for Connected and Autonomous Vehicles, and the Jersey Competition Regulatory Authority. He had been a member of the Jersey Youth Assembly and the precursor to the Jersey Youth Parliament and had been involved in the election process for the latter.
Mrs. E. Sharples
Mrs. Sharples had worked in financial services for 30 years. She was the Team Lead for the Banking Sector Working Group for the Islands National Risk Assessment for Money Laundering (NRA) and was a member of the Government's overall NRA working group. Her role was to work with the sector team through a prescribed methodology to produce a report which detailed the Anti-Money Laundering risks the Banking sector posed to the jurisdiction. She had been a member of the Citizens' Jury, which had considered whether Assisted Dying should be permitted in Jersey.
The Committee approved the candidates for appointment and requested the Principal Committee and Panel Officer to make the necessary arrangements for the report to be presented to the States Assembly as soon as practicable.
