P.75/2023 –  A1.  The Committee considered a report and proposition entitled Ethical standards Ethical  – States Members' (P.75/2023), which had been lodged au Greffe' by Deputy M.R. standards:   Scott of St. Brelade .

Scott of St.  The Committee noted that the aforementioned proposition sought States' agreement Brelade.  for (a) a revision to the professional standards detailed within the Code of Conduct

for elected Members to better align them with best ethical standards and practice in professional organisations outside the States Assembly and Civil Service; (b) that a support framework for States Members should be established to provide recourse to an independent third party to offer informal rulings and advice on conduct issues before matters were formally referred to the Commissioner for Standards; (c) that the Privileges and Procedures Committee should produce a body of guidelines and training materials for  States  Members regarding  interpretation  of  the  Code  of Conduct and guidelines on how to support and respond to formal claims regarding conduct with objective evidence; (d) that provision should be made within Standing Orders to make it mandatory for all elected States Members to attend training relating to the Code of Conduct and its interpretation; and (e) that the Privileges and Procedures Committee should bring forward the necessary changes to Standing Orders to bring effect to the above proposals for consideration by the Assembly no later than 30th June 2025.

The Committee discussed the proposition and considered a draft comment which had been prepared in response to the same.

The Committee approved the comment and requested that it be presented to the Assembly.

P.56/2023 –  A2.  The  Committee recalled that it had considered a report and proposition Draft register  entitled Draft Register of names and addresses (amendment) (Jersey) Law 202-', of names and  which had been lodged au Greffe' by the Chief Minister.

(amendment)  The aforementioned proposition proposed amendments to the Register of Names (Jersey) Law  and Addresses (Jersey) Law 2012, to permit the release of certain information 202-: Chief  appertaining to Jersey residents from the names and addresses register to credit Minister.  reference  agencies.  A  draft  comment  had  been  prepared  in  response  to  the

proposition and this sought to highlight the fact that the amendment should not be conflated with ongoing work to produce a digital electoral register.  

As the comment had been circulated and approved electronically in order to meet the relevant deadline, Members requested that the Committee's approval of the comment be recorded in the Minutes.
