Standing Order 55A – remote participation
THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with members able to participate remotely using Microsoft Teams.

Re-instatement of Senators P.108/2022
THE STATES resumed consideration of a proposition of Deputy Ian Joseph Gorst of St. Mary , St. Ouen and St. Peter entitled Re-instatement of Senators' (P.108/2022) and rejected the proposition –
- that the office of Senator, elected on an Island-wide basis, should be re-instated in time for the General Election in 2026;
- to request that the Privileges and Procedures Committee engage with States Members, the public, and other individuals or bodies as it saw necessary, to develop proposals that would amend the electoral system so that Senators, elected on an Island-wide basis, were re-instated at the General Election in 2026; and
- that the proposals requested in (b) should be lodged in time for debate by the States Assembly no later than the end of July 2023, with consequential amending legislation being lodged in time for debate no later than December 2023.

THE STATES made Regulations entitled the Proceeds of Crime (Consequential and Miscellaneous) (Jersey) Regulations 2023 under Article 44A of the Proceeds of Crime (Jersey) Law 1999.
Changes in Presidency
The Bailiff retired from the Chamber prior to consideration of the Draft Proceeds of Crime (Consequential and Miscellaneous) (Jersey) Regulations 202- and the meeting continued under the presidency of Mrs. Lisa-Marie Hart , Greffier of the States. The Bailiff returned to the Chamber subsequent to consideration of the same Draft Regulations and the meeting continued under his Presidency.

THE STATES, having been informed by the Chair of the Environment, Housing and Infrastructure Scrutiny Panel that, in accordance with the provisions of Standing Order 72(1), he wished to have the Draft Sea Fisheries (TCA – Licensing of Fishing Boats) (Amendment of Law and Regulations) (No. 2) (Jersey) Regulations 202- referred to that Scrutiny Panel, agreed that, in accordance with the provisions of Standing Order 72(6), the 2nd reading of the draft Regulations would be listed to continue on 7th February 2023.
