THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with members able to participate remotely using Microsoft Teams. THE STATES, adopting a proposition of the Minister for International Development entitled Jersey Overseas Aid: Appointment of Non-States Commissioner' (P.81/2024), appointed Ms. Julia Yun Hulme as  a  non-states  Commissioner  of  the  Jersey  Overseas  Aid  Commission  until  1st  January  2028,  in accordance with clause 7.6 of the constitution of the Jersey Overseas Aid Commission as set out in Schedule 1 to the Jersey Overseas Aid Commission (Jersey) Law 2005.

Support Scheme for Individuals Qualifying to Represent Jersey in Off-Island Competitions P.82/2024

THE STATES commenced consideration of a proposition of the Deputy Raluca Stefana Kovacs of St. Saviour entitled Support Scheme for Individuals Qualifying to Represent Jersey in Off-Island Competitions' (P.82/2024) and, adopting an amendment of the Minister for Sustainable Economic Development (P.82/2024 Amd.) agreed that –

in Paragraph (a), after the words "to establish a permanent support scheme" there should be inserted the words "through Jersey Sport"; after the words "to a maximum of" for the word "£500,000" there should be substituted the word "£300,000"; after the words "per annum," there should be inserted the words "for sporting associations or other appropriate bodies"; for the words "to provide subsidies of up to £2,000" there should be substituted the words "to provide travel grants of up to £1,000"; after the words "for costs related to off-Island participation in sports", the words "arts, academic" should be deleted; the words "for which a qualification or selection process is required" should be deleted; and after the words "to fund relevant travel, accommodation", the words "related uniform or equipment" should be deleted; and

after Paragraph (b), there should be inserted a new paragraph –

"(c) to undertake, before the end of January 2025, a review of the associations, individuals, or

organisations eligible for this funding with a view to ensuring that a wide range of those representing Jersey are in scope of this funding."

THE STATES, adopting the proposition of the Deputy Raluca Stefana Kovacs of St. Saviour , as amended, requested the Minister for Sustainable Economic Development –

  1. to establish a permanent support scheme through Jersey Sport, funded through the Arts, Heritage, and Culture budget, or other relevant sources, to a maximum of £300,000 per annum, for sporting associations or other appropriate bodies to provide travel grants of up to £1,000 per individual per year for costs related to off-Island participation in sports or other similar competitions for those representing Jersey, with such subsidies to be accessible to fund relevant travel, accommodation, competition fees, and associated costs for a responsible carer to accompany a participating minor or an adult with care and support needs;
  2. to commence the subsidy scheme in the first quarter of 2025, according to feasibility and existing resources, with a view to full development and implementation of the scheme before the end of 2025; and
  3. to undertake, before the end of January 2025, a review of the associations, individuals, or organisations eligible for this funding with a view to ensuring that a wide range of those representing Jersey were in scope of this funding.

THE STATES, adopting a proposition of the Chief Minister entitled Comptroller and Auditor General Board of Governance: appointment of Chair and independent Member' (P.84/2024), approved, in accordance with Article 2(2) of the Comptroller and Auditor General (Board of Governance) (Jersey) Order 2015, the recommendation of the Chief Minister and the Chair of the Public Accounts Committee to appoint Mr. Michael Whitehouse OBE as Chair and Ms. Cosette Reczek as an independent member of the Board of Governance of the Office of the Comptroller and Auditor General, for a term of 5 years.
