Guidance It was recalled that the Committee had agreed to publish the Guidance Notes as an Notes. addendum to the Proposition entitled Amendments to Standing Orders – Revised
Code of Conduct' (P.35/2025 referred), which had been lodged by the Committee on 30th April 2025. It was noted that the Guidance notes were intended to provide greater clarity and explanation with regard to the revised Code. The document would be updated periodically to ensure relevant examples were included to illustrate the scope and interpretation of each Rule contained within the Code.
The Committee approved the Guidance Notes and accompanying cover note and requested that the Greffier of the States make the necessary arrangements for these to be published as an addendum to the proposition.
Draft Elections A2. The Committee, with reference to its Minute No. A13 of 2nd June 2025, (Electoral considered a draft Amendment and accompanying report to the Proposition entitled Registers) Draft Elections (Electoral Registers) (Jersey) Amendment Law 202- (P.27/2025 (Jersey) referred), which had been lodged by the Committee on 1st April 2025. The draft Amendment legislation amended the provisions of the Elections (Jersey) Law 2002, in relation Law 202- to electoral registers to facilitate automatic voter registration.

further consideration in response to concerns expressed by Members during the debate. A revised draft had subsequently been produced, which sought to address the primary issue raised by allowing candidates access to the electoral roll after the formal nomination process. The amended draft also responded to safeguarding and human rights considerations.
The Committee approved the Amendment and accompanying report and requested that the Greffier of the States make the necessary arrangements for these to be lodged au Greffe'.
