"Given that the contributions of those made redundant through no fault of their own are protected by Social Security, why are such individuals subsequently accepting short term contracts in trying to improve their chances of re-gaining full-time employment then penalized once these contracts end by losing this contribution protection; further still, how does this encourage people to work rather than exist on benefits?"

"Would the Minister state whether the recently announced proposals to extend the retirement age will simply transfer the costs from the pension fund to income support or long term incapacity allowance?"

This Order amends the Community Provisions (Restrictive Measures– Côte d'Ivoire) (Jersey) Order 2011 to take account of amendments to the relevant EU Regulation by Council Implementing Regulation (EU) No. 85/2011 of 31 January 2011 and Council Regulation (EU) No. 330/2011 of 6 April 2011. It also gives the Chief Minister a power, rather than a duty, to notify the Commission and Member States of certain matters, and allows the Chief Minister to disclose certain information to the Jersey Financial Services Commission.

The Order was made on 8th April 2011 and came into force on 9th April 2011. R&O.44/2011.

This Order allows Jersey International Air Display a.r.l. to control access to certain roads and beaches on 7th, 8th and 9th September 2011 for the viewing of the Jersey International Air Display.

The Order was made on 15th April 2011 and came into force on being made. R&O.45/2011.

This Order substitutes paragraph 5 of Schedule 2 to the Income Support (General Provisions) (Jersey) Order 2008 in order to increase certain amounts and percentages of amounts that are disregarded when assessing the weekly income of a household for the purposes of calculating the income support payable to the household.

The new paragraph 5 embodies the following changes–

  1. in paragraph 5(a), the disregarded percentage of earnings of an adult in a household who isnot entitled to a sole adult's basic component (under Article 5(2)(b) of the Income Support (Jersey) Law 2007) rises from 16.5% to 20%;
  2. in paragraph 5(h), where 2 formulae are compared in the calculation of the disregarded percentage of earnings of an adult in a household who is entitled to such a sole adult's basic component, the formula that refers to total earnings also rises from 16.5% to 20%;
  3. in paragraph 5(f), the disregarded amount"100% of the first £35.98" [of income derived from a pension or annuity of one person in a household who is aged at least 65] is increased, by £1.82, to "100% of the first £37.80";
  4. in paragraph 5(g), the disregarded amount"100% of the first £22.40" [of income derived from a pension or annuity of any other person in a household who is aged at least 65] is increased, also by £1.82, to "100% of the first £24.22".

The Order was made on 18th April 2011 and will come into force on 1st June 2011.

This Order increases fees in the following enactments–

The increases, the first since 1st January 2010, are generally around 2.5%.

In a few cases the old and new fees are not strictly comparable. In Schedule 1 (planning permission) to the Planning and Building (Fees) (Jersey) Order 2008, the fees in relation to dwellings will be calculated on the basis of their floor area (instead of on the basis of a flat fee). Moreover, the fee will vary according as there are one or more dwellings (instead of up to 5, or more than 5, and whether they are flats or houses).

In Schedule 2 (building permission) to the same Order, the fees for the creation of new flats and new dwelling houses will in future be calculated on the basis of the simple number of flats or houses, rather than differently according as there are up to 5 or more than 5 flats or houses.

Certain fees will not change, notably the building permission fees for certain modifications of existing structures.

This Order revises the transitional arrangements relating to the introduction of income support. The Order extends the transitional periods of protection for individuals formerly entitled to attendance allowance in respect of a child member of the household.

The Order was made on 19th April 2011 and comes into force on 1st July 2011. R&O.48/2011.

This Order allows the Jersey Motor Cycle and Light Car Club to hold motor rallies on Saturday 9th July 2011 on 3 courses in the parish of St. Ouen .

The Order was made on 19th April 2011 and came into force immediately upon being made. R&O.49/2011.

This Order gives effect in Jersey to Council Regulation (EU) No. 359/2011 of 12 April 2011concerning restrictive measures directed against certain persons, entities and bodies in view of the situation in Iran. This Order also amends the disclosure provisions contained in the Community Provisions (Restrictive Measures– Iran) (Jersey) Order 2010 to align them with similar provisions in this Order and, in particular, to expressly enable information to be disclosed by the Chief Minister to the Jersey Financial Services Commission for the purpose of any of its functions, where the Chief Minister believes the exercise of such a function may assist in achieving compliance with the Council Regulation.

The Order was made on 20th April 2011 and came into force on 21st April 2011.

This Order gives effect in Jersey to Council Implementing Regulation (EU) No. 360/2011 of12 April 2011 which amends Regulation (EU) No. 204/2011 concerning restrictive measures in view of the situation inLibya (OJ No. L100/12, 14.4.2011). The Council Implementing Regulation amends the lists of persons and entities against whom sanctions are imposed in view of the situation in Libya.

The Order was made on 20th April 2011 and came into force on 21st April 2011.

This Order prescribes simple interest of 2 percentage points above the Barclays Bank plc base rate as the rate of interest that a limited partner must pay under Article 15 or Article 18 of the Separate Limited Partnerships (Jersey) Law 2011.

Article 15 relates to a limited partner's liability to repay, with up to 6 months' interest, profits paid to him or her while a separate limited partnership is insolvent.

Article 18 relates to a limited partner's liability to repay, with up to 6 months' interest, any part of his or her contribution to the partnership that is returned to the partner while the partnership is insolvent.

The Order was made on 20th April 2011 and will come into force on the same day as those Articles of the Law. R&O.52/2011.

This Order further amends the Community Provisions (Restrictive Measures– Burma/Myanmar) (Jersey) Order 2008 (the "principal Order") in order to give effect in Jersey to Commission Implementing Regulation (EU) No. 383/2011 of 18 April 2011 (OJ No.L 103/8, 19.4.2011).The Commission Implementing Regulation amends Council Regulation (EC) No. 194/2008, which imposes restrictive measures in respect of Burma/Myanmar, by amending the lists of enterprises, Government officials and other persons against whom restrictions are imposed. This Order also amends the disclosure provisions contained in the principal Order to align them with similar provisions made in respect of other restrictive measures Orders and, in particular, expressly enables information to be disclosed by the Chief Minister to the Jersey Financial Services Commission for the purpose of any of its functions, where the Chief Minister believes the exercise of such a function may assist in achieving compliance with the Council Regulation.

The Order was made on 21st April 2011 and came into force on 22nd April 2011.
