This Order amends the Community Provisions (Restrictive Measures – Central African Republic) (Jersey) Order 2014 to give effect in Jersey to Council Implementing Regulation (EU) No 691/2014 of 23 June 2014 (OJ L 183/6, 24.6.2014) implementing Article 17(1) of Regulation (EU) No 224/2014 concerning restrictive measures in view of the situation in the Central African Republic. The effect is to place 3 persons on the list of those whose funds and economic resources are frozen (until this amendment that list was empty).
The Order was made on 2nd July 2014 and came into force forthwith. R&O.90/2014.
This Order further amends the Community Provisions (Restrictive Measures – Syria) (Jersey) Order 2012, to give effect in Jersey to Council Implementing Regulation (EU) No 693/2014 of 23 June 2014 (OJ L 183/15, 24.6.2014) implementing Regulation (EU) No 36/2012 concerning restrictive measures in view of the situation in Syria. The effect of the amendment is to add 12 persons to the list of those whose funds and economic resources are frozen (and to update the information relating to one such person).

This Order gives effect in Jersey to the Council Regulation (EU) No. 692/2014 of 23 June 2014 (O.J. No. L 183/9, 24.6.2014) concerning restrictions on the import into the Union of goods originating in Crimea or Sevastopol, in response to the illegal annexation of Crimea and Sevastopol.
The Council Regulation also prohibits the provision (whether directly or indirectly) of financing or financial assistance as well as insurance and reinsurance related to the import of goods originating in Crimea ad Sevastopol.

This Order further amends the Community Provisions (Restrictive Measures – Libya) (Jersey) Order 2011 ("the 2011 Order") to give effect in Jersey to Council Implementing Regulation (EU) No. 689/2014 of 23 June 2014 (OJ No. L 183, 24.6.2014, p.1) (referred to below in this Note as the "first Council Regulation") and to Council Regulation (EU) No. 690/2014 (OJ No. L 183, 24.6.2014, p.3) (the "second Council Regulation"), both amending Regulation (EU) No. 204/2011 concerning restrictive measures in view of the situation in Libya.
The effect of the first Council Regulation is to substitute the entry in relation to one entity, and to delete entries in relation to two others, in Annex III to Regulation (EU) No. 204/2011. The effect of the second Council Regulation is to create additional offences in connection with the shipping of crude oil from Libya and in particular an offence of financial transactions in relation to crude oil from Libya aboard designated vessels. (A definition of the term "designated vessels" is also inserted by the second Council Regulation.) Article 4 of the 2011 Order is therefore amended to add penalties for these new offences (Article 2).
This Order comes into force immediately upon being made (Article 3).

Article 1 of this Order adds to the list of drugs in Parts 1, 2 and 3 of Schedule 2 to the Misuse of Drugs (Jersey) Law 1978 (the "Law") which specifies drugs which are controlled as Class A, B and C drugs respectively under that Law. Part 4 of that Schedule is amended so as to define the meaning of the expression "Khat" which is now classified as a Class C controlled drug. In addition, Ketamine is reclassified as a Class B drug (formerly Class C).
Article 2 adds to the list of drugs in Part 1 of the Schedule to the Misuse of Drugs (Designation) (Jersey) Order 1989, which designates controlled drugs under the Law which are restricted from production, possession and use.
Article 3 adds to the lists of drugs that are Schedule 1 drugs, Schedule 2 drugs or Schedule 4 drugs under the Misuse of Drugs (General Provisions) (Jersey) Order 2009, which are subject to requirements concerning their supply on prescription and to be recorded in a register.
Article 4 gives the title to this Order and states that it will come into force 7 days after it is made. The Order was made on 2nd July 2014 and came into force on 9th July 2014.

- Does the Minister agree that there is no known level at which asbestos is not a risk and therefore the children are being placed unnecessarily at risk of harm?
- Given that the "Management Survey" of buildings is non-intrusive visual inspection, what steps, if any, is he taking to remove the potential risk with buildings containing ACMs?
- Can the Minister state what steps are taken to ensure that any buildings used by the Education Department but not owned by the Department do not expose staff or students to asbestos?
- Would the Minister provide the inspection reports for the years between 2008 and 2011 for all ESC sites that have asbestos?
- Can the Minister advise whether he considers that there is no risk to students and staff at Highlands College?"

"Will the Attorney General state whether the Viscount is authorised to publish Income Tax information relating to a bankrupt and whether the Viscount's protocols are human rights compliant, especially with regard to Article 8 of the Convention, and, if so, will he explain why?"
