In accordance with Standing Order 104A, a time limit of 15 minutes applies to speeches made during debate, unless discretion has been exercised to allow for a longer, or shorter, time limit. No time limit applies to either speech made by the proposer.
Discretion is exercised by the Presiding Officer in accordance with guidance issued by the Bailiff , following consultation with the Privileges and Procedures Committee. The current guidance was appended to Amendment (No. 47 of the Standing Orders of the States of Jersey) (P.109/2020). Explanatory Note regarding the selection of the Minister for Children and Housing (See Item F)
The Presiding Officer will invite the Chief Minister to make his nomination for the position of Minister for Children and Housing. The Presiding Officer will then invite members to nominate alternative candidates. If there are no alternative nominations, the member nominated by the Chief Minister will speak for up to 10 minutes followed by a 20-minute question period; after which the member nominated by the Chief Minister will be selected for appointment.
If more than one member is nominated, the Presiding Officer will invite each candidate to speak for up to 10 minutes followed by a 20-minute question period. The candidates will speak in the order in which they are nominated, meaning that the Chief Minister' nomination will speak first. During the speeches and question period other candidates must withdraw from the Chamber to a place where they cannot hear the proceedings. After the candidates have spoken and been questioned, a recorded vote will be held. Once a candidate has obtained a majority of the votes cast in the recorded vote, he or she will be appointed to the position of Minister for Children and Housing. Abstentions do not count as votes cast'.

Covid-19 (Workplace – Thirteenth Extension) (Jersey) Order 2020.
This Order amends the Covid-19 (Workplace Restrictions) (Jersey) Order 2020, to extend the restriction period to end at the end of Thursday 26th November 2020.
The Order was made on 12th November 2020 and came into force on 13th November 2020.

Long-Term Care (Benefits) (Amendment No. 9) (Jersey) Order 2020.
This Order amends, with effect from 1st January 2021, provisions of the Long-Term Care (Benefits) (Jersey) Order 2014 (the "2014 Order") so as to increase the daily rate for each long-term care benefit comprising standard care costs, and the amount required to be paid towards standard care costs, by 1.1%.
In particular, this Order amends the following provisions of the 2014 Order –
• Article 8, to increase by approximately 1.1% the rates for long-term care benefit comprising weekly standard care costs for long-term care. The amount of the rate for long-term care benefit depends on the level of care required and whether it is required in a care home, group home or person's principal residence;
• Article 9, to increase by approximately 1.1% the amount that a person must pay towards the weekly costs of living in an approved home (as defined in Article 1 of the 2014 Order) and the maximum amount payable by the person per week for incidental expenses that may arise as a condition of receiving a long-term care benefit in the form of a grant for standard care costs;
• Article 10, to increase by approximately 1.1% the amount that a person must pay towards the costs of the person's appropriate level of standard of care (in addition to amounts referred to in amended Article 8, where applicable) as a condition of receiving a long-term care benefit in the form of a grant for standard care costs; and
• Article 12, to increase by approximately 1.1% the weekly costs of living in an approved care home, in line with Article 9.
The Order was made on 6th November 2020 and comes into force on 1st January 2021.

Census (Jersey) Order 2020.
This Order makes detailed provision about the mechanics of taking a census.
Article 1 contains the defined terms and applies terms defined in the Law under which the Order is made.
Article 2 provides for the Chief Statistician to be the Principal Census Officer and for that Officer to appoint the necessary numbers of census assistants, census enumerators and census coverage and quality officers (to be known collectively as "census officers") to assist with the taking of, and preparation of a report upon, the census. Provision is made for census officers and other persons to sign a declaration acknowledging their statutory duties and the consequence of any breach.
Article 3 provides for the taking of a census of persons present or resident in Jersey. Article 4 provides for the types of census forms, namely household forms, individual forms and communal forms and in respect of whom they must be completed.
Article 5 provides who must complete the forms.
Article 6 provides for completion of forms by a different person.
Article 7 requires persons completing forms to do so on the day after census day or as soon as reasonably practicable thereafter to the best of the person's knowledge or belief. The form must be posted using a pre- paid envelope, handed to a census officer or, in the case of household forms, completed on-line if indicated on the form. Residents in communal establishments completing individual forms also have the option of delivering the form to the manager of the establishment to be handed or posted on. Communal forms may additionally be completed by the manager supplying the data for the form to be completed by a census officer.
Article 8 requires other persons to give the necessary details to enable a person to complete a census form or to enable a census officer to verify the details.
Article 9 introduces the Schedule, which sets out the procedures for the taking of the census, most particularly the distribution of census forms.
Article 10 restricts custody of documents and records to census officers and persons authorised by the Principal Census Officer.
Article 11 provides for how the Order may be cited and for it to come into force 7 days after it is made. The Order was made on 16th November 2020 and comes into force on 23rd November 2020.
