Long-Term Care (General Provisions – Amendment) (Jersey) Order 2023. Minister for Social Security.
This Order amends the Long-Term Care (General Provisions) (Jersey) Order 2014 to make express provision for assistance (that is not personal care or nursing care) to be included in a care package, but only if the person responsible for providing the assistance is assessed as suitable by the approved registered person who approves the care package. The amendments come into force 7 days after the Order is made.
The Order was made on 27th November 2023 and came into force on 4th December 2023.

Road Traffic ( St. Mary ) (Amendment No. 4) (Jersey) Order 2023. Minister for Infrastructure.
This Order amends the Road Traffic ( St. Mary ) (Jersey) Order 2000 (the "2000 Order"). Article 1 provides that the Order amends the 2000 Order.
Article 2 inserts a new one-way traffic route on La Ruette.
Article 3 introduces the Schedule that contains minor housekeeping amendments.
Article 4 gives the citation and provides that this Order comes into force 7 days after it is made. The Order was made on 29th November 2023 and came into force on 6th December 2023.

Control of Housing and Work (Fees) (Amendment No. 6) (Jersey) Order 2023.

This Order amends the Control of Housing and Work (Fees) (Jersey) Order 2013 to increase –
- the fee to accompany an application for a registration card (for a Licensed person or Registered person, the fee is increased by no more than 2.5%; for an Entitled person under Regulation 2(1)(e) of the Control of Housing and Work (Residential and Employment Status) (Jersey) Regulations 2013, the fee is increased by 18.26% with Treasury approval);
- the fee to accompany an application by a legal person for consent to acquire land (the fee is increased by no more than 2.5%);
- fees to accompany applications for a business licence by non-resident undertakings, applications for a non-resident trading licence and applications for a hawker's licence by non- resident hawkers (the fees are increased by 5% with Treasury approval); and
- annual charges in respect of Licensed persons and Registered persons (the annual charges are increased by no more than 2.5%).
The fees and charges were last increased on 1st January 2023. These increases come into effect on 1st January 2024.
The Order was made on 30th November 2023 and comes into force on 1st January 2024.

Planning and Building (Conservation Areas) (Jersey) Order 2023. Minister for the Environment.
The Planning and Building (Conservation Areas) (Jersey) Order 2023, made under Article 56A of the Planning and Building (Jersey) Law 2002, sets out the process for the designation of areas of architectural or historical interest as conservation areas by the Minister for the Environment, and for the review of conservation areas.
Article 1 defines expressions used in the Order.
Article 2 provides that the areas specified and shown on the plans in the Schedule are designated as conservation areas. The Minister is required to maintain the List of Conservation Areas, including an appraisal with a plan and details of the special architectural and historical features of each area, and to make this available to the public.
Article 3 sets out the process to be followed in publishing a draft conservation area appraisal if, on the advice of the Jersey Heritage Trust, the Minister proposes to designate an area as a conservation area.
Article 4 provides for a consultation period of at least 6 weeks following publication of a draft appraisal, and requires the Minister to take into account written representations made during the consultation period to the extent that they relate to the architectural or historical interest of the proposed conservation area.
Article 5 provides for the Minister, following consultation, to designate an area as a conservation area only if the Minister is satisfied that it has special architectural or historical interest and that it is desirable to protect and improve its character or appearance.
Article 6 provides for the Minister, on the advice of the Jersey Heritage Trust, to review conservation areas, and for the Minister to publish a draft conservation area adjustment or revocation appraisal if appropriate following such a review.
Article 7 gives the citation, and provides that this Order comes into force 7 days after it is made. The Order was made on 30th November 2023 and came into force on 7th December 2023.

Regulation of Care (2024 Fees) (Jersey) Order 2023. Minister for the Environment.
This Order amends the Regulation of Care (Fees) (Jersey) Order 2022 (the "2022 Order"). It comes into force on 1st January 2024.
The amendments increase by 2.5% –
• the fee payable for an application for registration as a provider or manager of a regulated activity;
• the annual fee payable by a registered provider of a regulated activity;
• the fee payable for a copy of an entry in the register of registered persons;
• the fee payable for the issue of a replacement certificate to a registered provider;
• the surcharge payable for non-payment of an annual fee by the deadline (31st January); and
• the fee payable for an application to vary a condition.
The fees and surcharge were last increased, or first set, on 1st January 2023 when the 2022 Order replaced the Regulation of Care (Fees) (Jersey) Order 2018.
The Order was made on 30th November 2023 and comes into force on 1st January 2024.

Social Security (Christmas Bonus) (Jersey) Order 2023. Minister for Social Security.
The Social Security (Christmas Bonus) (Jersey) Order 2023 specifies that the amount of Christmas bonus payable to a person entitled to receive that bonus under Regulation 2 of the Social Security (Christmas Bonus) (Jersey) Regulations 2016 is, in respect of 2023 and subsequent years, £114.19. The Order comes into force on 4th December 2023.
