Report

The Public Services Committee is of the view that if it was required to fund the cost of a standard multi-storey car park at the Gas Works site, estimated at £14 million for a 900 space car park, out of car parking income, charges would need to be increased to between 55p and 70p per hour depending on the term of repayment (5 or 10 years).

The Public Services Committee is of the view that without such an increase in charges the car park would have to be funded through the States Capital programme.

The Public Services Committee is of the view that the cost of developing a combined Town Park and Car Park, above that of the £14 million for a standard car park, currently estimated at£12 million, should be funded by means other than car park income, since if this was required, the cost of car parking would need to be increased to around £1 per hour.

The Planning and Environment Committee has requested £250,000 to carry out a feasibility study of the various options, and Public Services are represented on the Steering Group managing the study. A business case for the selected option, including the proposed funding, will be produced after completion of the study.
