PROPOSITION

THE STATES are asked to decide whether they are of opinion -

to refer to their Act dated 28th May 2002 in which they approved the establishment of a Jersey Appointments Commission, and to appoint the following as chairman and members of the Commission with immediate effect and for the terms indicated -

Mr. Michael Joseph Liston, Chairman, 4 years Mrs. Catherine Elizabeth Rees, 4 years

Mr. John Campbell Boothman, 3 years Advocate Rose Edith Colley, 2 years

Mrs. Sheila Henwood, 1 year.

Report

On 28th May 2002 the States, adopting a proposition of the Policy and Resources Committee, approved the constitution and terms of reference of a Jersey Appointments Commission ("Machinery of Government: Establishment of an Appointments Commission", P.52/2002). It was agreed that not more than five people, including a Chairman, should be appointed and that all members should be independent of the States. It was also agreed that whilst the Chairman would serve for four years, the other Commissioners would be appointed for initial terms of between one and four years to ensure continuity when the time came for re-appointment.

Shortly thereafter, advertisements were placed in the Jersey Evening Post and the Guernsey Press to invite people to submit applications to become members of the Commission. Twenty-nine applications were received, and from these applications a shortlist of eight people was produced.

The eight shortlisted applicants were interviewed on 1st July 2002 by a panel made up as follows -

Senator Terence Augustine Le Sueur Deputy Jeremy Laurence Dorey

Deputy Kenneth William Syvret, M.B.E.

The panel was chaired by Mr. Macdonald, who is a retired senior civil servant and a member of the United Kingdom Civil Service Commission. Having served as President of the British Computer Society from 2000-2001, he is a member of the Design Council and is a non-executive director of a company involved in I.T. services provision.

As a result of the interviews, the panel decided to recommend that Mr. Michael Joseph Liston should be appointed as Chairman for a term of four years. After consultation with Mr. Liston, in accordance with paragraph 3.2 of the report accompanying  P.52/2002, the panel  recommended that the following persons should be appointed as  members of the Commission, for the terms indicated.

Mrs. Catherine Elizabeth Rees - 4 years Mr. John Campbell Boothman - 3 years Advocate Rose Edith Colley - 2 years Mrs. Sheila Henwood - 1 year.

Further information about the proposed chairman and members is given in the Appendix.

The Committee has been pleased with the high quality of the applicants and believes that this team will have a beneficial impact upon public sector appointments processes. On this basis, the States are invited to approve the appointments.

There are no additional financial or manpower implications other than those already referred to in the report and proposition that was approved by the States on 28th May 2002.

APPENDIX

Proposed Chairman and members of the Appointments Commission Brief details of those persons recommended for appointment to the Commission are given below - Mr. Michael Joseph Liston

Mr. Liston is currently Managing Director of the Jersey Electricity Group. He joined Jersey Electricity in 1986 as Chief Engineer and was subsequently appointed to the position of General Manager before assuming his current role in 1993.

Mr. Liston has also undertaken a number of other roles outside of his work duties, including Chairman of Le Rocquier School Governing Body from 1994 - 2002, Chairman of the Jersey Branch of the Institute of Management from 1996 - 1998, and Chairman of the States of Jersey, Training and Employment Partnership, from 1996 - 1999. Mr. Liston is also a member of the Commission Amicale.

Mrs. Catherine Elizabeth Rees

Mrs. Rees has a background of working in the human resources function in a number of major United Kingdom companies, including Owen Owen Limited, the Carrington Viyella Group and the Courtaulds Group. In 1983 Mrs. Rees and her husband started a business called The Link Organisation which was involved with training and Mrs. Rees had responsibility for that part of the business which undertook sub-contracting work for training on behalf of the United Kingdom government.

Mrs. Rees has been Chairperson of the Jersey Training Agency from 1991 - 1994, a Member of the Court of the University of Liverpool from 1985 to date, a Judge for the South West Regional National Training Awards from 1994 to date, a Member of the States of Jersey's Education Audit Committee from 1996 to date and a Commissioner for Income Tax from 1994 to date.

Mr. John Campbell Boothman

Mr. Boothman has recently retired as Managing Director of Deutsche Bank International Limited. He was appointed to this position in 1993.

Mr. Boothman has also been appointed to a number of outside bodies including Acting Chairman of Trustees of the Jersey Employment Trust, Member of the States Treasury Audit Committee, Member of the Jersey Finance Industry Working Party, Member of the Caesarean Group, Trustee of the Gerard Le Claire Environmental Trust, Trustee of the Oxford Jersey Charitable Trust and Chairman of the Trustees of the Children's Promise Appeal.

Advocate Rose Edith Colley

Advocate Colley has been an Advocate of the Royal Court of Jersey since 2000. She is also currently the Acting Bâtonnier.

Advocate Colley is an Assessor for the Law Society of England and Wales (Family Law Panel), Treasurer of the Jersey Family Law Association and a part-time Lecturer at Highlands College in connection with the Certificate of Offshore Administration. She is also a Committee Member of the Jersey Branch of the Institute of Directors.

Mrs. Sheila Henwood

Mrs. Henwood retired as Chief Executive of the Jersey Tourism Department in 1998, having spent a significant part of her career in the public service in senior management roles, including time within the human resources function.

Mrs. Henwood is a Member of Jersey Heritage Trust, including Chairperson of the Trust's Governance Committee, a Member of the Jersey Advisory and Conciliation Service and Chairperson of the Fund-raising Committee for the Little Sisters of the Poor.
