PROPOSITION

THE STATES are asked to decide whether they are of opinion -

  to s u s p end Standing Order No. 4(1) to enable the States to meet on the days fixed for the holding of meetings in

ordinary session in 2003.

Report

In order to ensure a reasonably regular pattern of States meetings in ordinary session during 2003, it has been necessary to propose that the States depart from the strict provisions of Standing Order No.  4(1) in some cases.

If members agree to meet on the days set out below, the States will meet on successive Tuesdays in April (to avoid meeting in Holy Week) and May (in view of the public bank holiday at the end of the month). The dates that depart from Standing Orders are therefore 8th April 2003 and 20th May 2003.

February 4th and 18th March 4th and 18th April 1st, 8th and 29th May 13th and 20th June 10th and 24th July 8th and 22nd

Second Session

September 9th and 23rd

October 7th and 21st

November 4th and 18th

December 2nd, 3rd, and 9th (2nd and 3rd allocated to Budget)

The Privileges and Procedures Committee has taken into consideration the need to provide for the continuation of the refurbishment programme on the States Building by proposing the above dates at the earliest opportunity. There is no evidence at this stage that the volume of business next year will justify moving away from fortnightly meetings although it will obviously be possible for the States to add additional meetings in the New Year if required. The Committee would also point out that the proposed dates are based on the assumption that no changes to States meetings will arise from the present machinery of government proposals during 2003.

The first meeting of 2004 will take place on 20th January 2004.

This proposition has no implications for the financial or manpower resources of the States. Note
