PROPOSITION
THE STATES are asked to decide whether they are of opinion -
to a p p o int Mr. Colin Perchard as Chairman of the Jersey Arts Trust with effect from 23rd April 2002, for a period
of four years, renewable up to a maximum of eight years.

Report
The States, on 25th August 1992, adopted a proposition of the Education Committee (P.79/92) and agreed, in principle, the establishment of the Jersey Arts Trust on the basis described in the report of the Education Committee dated 8th April 1992. The States, on that date, adopted a further proposition of the Education Committee and appointed Advocate Francis Charles Hamon as the founding Chairman of the Trust. On Advocate Hamon's appointment to the position of Deputy Bailiff , he resigned from the role of Chairman and the States, on the recommendation of the Education Committee, appointed Sir Peter Crill, K.B.E., with effect from 1st December 1995.
The Trust acts as a co-ordinating and advisory body for all individuals and organisations involved in the arts and crafts in Jersey. It has, through the commitment and enthusiasm of its trustees and the leadership of its Chairman, assumed an important rôle within the cultural life of the Island.
Sir Peter Crill stepped down from his rôle as Chairman of the Arts Trust at December 31st 2001. His resignation was accepted with regret as his skilled leadership has resulted in major developments, including the refurbishment of the Opera House and opening of St. James' Centre. However, there is no doubt that his interest in, and support of, the Arts will continue.
Following Sir Peter's retirement, the Vice-Chairman, Advocate Graham Boxall, acted as Chairman to provide continuity of leadership whilst expressions of interest in the rôle were sought by the Education Committee and, in accordance with the constitution, the Committee consulted with the Trustees.
As the outcome of that process, the Education Committee, with the support of the Trust, nominates Mr. Colin Perchard as Chairman of the Arts Trust. Mr. Perchard returned to Jersey in 2000, following a career with the British Council, the agency responsible for the United Kingdom's cultural and educational relations with overseas countries. Since returning he has assumed an active interest in Island affairs, including the Arts Trust. The Committee is confident that his experience and commitment will serve the Trust well during the next stage of its development.
