THE STATES are asked to decide whether they are of opinion

to re q uest the Environment and Public Services Committee to withdraw arrangements for free parking by

elected members in public car parks.

REPORT

The matter of free car parking for States members is the cause of a great deal of discontent by members of the public who have to work in St. Helier and pay for their car parking. Why should States members be any different?

The notion of free parking for State members is part of the era when members of the States gave their services free to the community; the one "perk" they had was that they were allowed to park for nothing. Very few people begrudged them this privilege.

This is the same privilege we bestow on Jurats of the Royal Court, who give of their valuable time for nothing to serve the community. Again, no one begrudges them this privilege.

Today, States members are paid for their services and they get an expense allowance. Now that the Island site is being taken over, it is appropriate to ask the question – should States members be given free parking in designated public car parks where the public has to pay?

My proposition asks for this question to be answered once and for all.

There are no financial or manpower implications for the States arising from this proposition.
