THE STATES are asked to decide whether they are of opinion
to re f er to their Act of 25th April 1995 regarding the establishment of a Jersey Consumer Council, and to
appoint Deputy Alan Breckon of St. Saviour as Chairman of the Jersey Consumer Council for a period of 3 years from 5th June 2004.

REPORT
The States agreed to set up the Jersey Consumer Council in April 1995 by adopting a proposition by the Policy and Resources Committee. The membership of the Council would comprise of delegates from various representative organisations as prescribed in the proposition and the Chairman would be a member of the States, appointed by the States. The first chairman was Deputy Alan Breckon and he was appointed on 23rd May 1995 for a fixed term of 3 years. Deputy Breckon was subsequently re-appointed for a further period of 3 years in 1998 and, again, for a third term in June 2001.
In January 2003, the Economic Development Committee inherited political responsibility for the Jersey Consumer Council from the Industries Committee. The Committee has facilitated a more independent Council by changing the funding arrangements to an annual grant which has provided more flexibility in how the Council conducts its affairs. A service level agreement based on treasury codes of direction has also been introduced to ensure transparency and clarity in the relationship between the Committee and the Council.
Deputy Breckon will have completed his third term of office as Chairman of the Jersey Consumer Council in June 2004 and, as he is prepared to continue in this role, the Economic Development Committee wishes to see Deputy Breckon re-appointed for a further 3-year term.
There are no financial or manpower implications for the States arising from this proposition.
