THE STATES are asked to decide whether they are of opinion
to r ef er to their Act of 10th July 2002 in which they approved the Island Plan 2002 and identified, under
Policy H3, Field 812A, St. Saviour as a site for further consideration for Category A housing, and to no agree to rezone this site for Category A housing in order to provide first-time buyers and social rented housing.
ENVIRONMENT AND PUBLIC SERVICES COMMITTEE
REPORT
- I n 1999 the States considered and agreed, as part of P.150, the rezoningof 5 sites to provide first-time buyerandsocial rented housing. TheformerderelictglasshouseadjacenttoField 812A was one ofthose sites rezoned.The President of Planning and Environment gave a commitmentin the States that the glasshouse site would beaccessed from Longueville Road as a resultof a request by the Constableof St. Saviour. That access has been formed and iscurrentlybeing used for construction purposes.The service infrastructure presently in place will serve Field812A.
- T h e States are asked to refer to R.C.36/2004"Planning for Homes2004". This document is a review of current information on Residential Land Availability but it also sets out the position of both the EnvironmentandPublicServicesandHousingCommittees in relation to the development of further land for housing. BothCommitteesare determined toensure that thecommunity'shousingneeds are properly addressed and emphasise that they will persevere in their efforts tosecurethedeliveryof the H2' sites. However they point out that thesignificant resistance to new housing developments notwithstanding the States approvalof sites in the Island Plan is prejudicing delivery of someof these newhomes.The Committees are anxious to maintain the presentmomentum in the supply of new homesand have stated that they will immediately commence detailed feasibility studies onH3' and H4' sites in the 2002 Island Plan to determine viability. Field 812A is identified as oneoftheH3' sites whichwere identified for further consideration for Category A Housing.
- T h e Committeewishto clarify the proposal to rezone this site within the context of the Island Plan.The 2002 Island Plan gave a numberofcommitments in relation to future housing developments which are relevant to this site.
- A s part of Policy H3it gave a commitmentto bringing forward these additional sitesfollowingpublic consultation. The Committeethrough the advertisement of the planning application andthrough a public exhibition of the scheme in November 2004 hasaddressedthese matters. Thecomments received as a result of both consultationprocesses have been evaluatedandconsidered.TheCommittee has concluded that it is appropriate toproceedwiththescheme.
- P o licy H6 states that no planning consent would beissued until a development brief had been approved. A development brief was prepared for the former glasshouse site in 1999. Atthesame time that the drawings were approved for the siterezonedin 1999 a draft layoutanddesignwasprepared for this site, Field 812A.TheCommitteedeemedit prudent andrationaltoapplythe same principles andstandards given theproposedsharedaccess, service, infrastructure, amenity space and landscape structure. To that affect the current road layout and the locationoftheamenityspace was part ofanapproachwhich took a coordinated overviewof how the 2 sites whichshared a common context shouldbedeveloped.Itwas recognised that the sitesmaynot be developed simultaneously but in effectboth sites shared the same development brief.
- T h e Committee considers that in the context of faltering progress and delivery ofsome H2' sites, the clear and enduring need for new housing and the practical advantages ofallowing the completion of these two sites almostas a single construction project that re-zoningshouldbebrought forward.
- T h e Committeeconsiders that the proposed development should provide the 45:55socialrented and first time buyer mix, that has been stipulated onH2' sites but will permitswaps' with othersites if the proposed arrangements are deemed satisfactory. The Committee has considered thedrawingssubmitted for Field 812A andconsider them appropriate and acceptable given the context of the site. It is its view that the advancementof this H3' site will make animmediateand positive contribution to the housing requirements ofthe Island with no adverse landscape oramenityimplications.
- T h e re are no additional financial ormanpower implications for the States arising from this proposition.
