THE STATES are asked to decide whether they are of opinion
in accordance with Article 4 of the Customs and Excise (Jersey) Law 1999, to appoint
Mr. Michael Robinson as Agent of the Impôts with effect from 1st March 2006.

REPORT
- A c ting in my capacity as Minister for Home Affairs, I am pleased to propose the appointment of Mr. Michael Robinson totheposition of Head ofCustomsand Immigration.
- T h e process fortherecruitmentof the Head ofCustoms and Immigration has been managedby the States Human Resources Department with the full involvement of the Appointments Commission. The Appointments Commission agreed that the post should be advertised internally within the States of Jersey. The Selection Board comprised Advocate Rose Colley – Appointments Commission, Steven Austin-Vautier – Chief Officer,Home Affairs Department, IanCrich – Director ofHumanResourcesand Brian Richings – Chief Officer,HomeDepartment – States ofGuernsey.
- F o l lowing a rigorous interview and assessmentprocess,theunanimousdecisionof the Selection Board was to recommend the appointmentofMr. MichaelRobinson as the Head ofCustomsandImmigration. Michael Robinson is currently DirectorofCustomsandExcise, States of Jersey, and hassubstantial experience ofCustoms and Excisegainedduring a 30 year career within the Department.
- W h ilst the Home Affairs Department has the authority to appoint Mr. Robinson to the post of Chief Officer ofImmigration, the Statesmustmake the decision in respect of the appointmenttoAgentof the Impôts, in accordance with Article 4 of the Customs and Excise (Jersey)Law 1999.
- T h i s post falls vacant on1st March 2006 with the retirement of Steve Cole on 28th February 2006.There are no further manpoweror financial implicationsfor the States arising from this appointment.
