THE STATES are asked to decide whether they are of opinion

to r ef er to their Act dated 17th November 1999, in which they approved the establishment of a Statistics

User Group, and to approve Mr.  Charles Christopher Gooding Clarke as Chairman of the Statistics User Group for a period of 3 years commencing on 15th October 2006.

Introduction

  1. T h e States is asked toapprovetheappointmentofMr.CharlesChristopherGooding Clarke asChairman of the Statistics User Group for a periodof 3  years commencingon 15th October2006.

  1. The Statistics User Group(S.U.G.)was established by the States in 1999asanindependent body to review andcomment upon official statistics in Jersey (P.142/99).TheChairmanof the Group for the first 3  yearswasProfessor Tim Holt,andhewassucceededbyMr. John Boothman,whoresigned from th post inAugust2005.
  2. An advertisement for a successorwasplacedin the Jersey Evening Posttowardstheendoflastyearbut no responses were received. It wasaccordinglydecided to re-advertise the postinMarch 2006, but again this advertisementdid not attract any applications. Mr. Clarkewasthereforecontacted as an individual whowas considered as being suitable for the post ofchairman, and I am very pleased that he has agreed to allow hisname to goforward.
  3. The Appointments Commission was consulted during the process of advertising for a chairman and it has no objectionto the appointment of Mr. Clarke.
  4. Subject to approval by the States, Mr. Clarkewould take over aschairmanof a now well-established User Group.TheGrouphas10 memberswhorepresent a widerangeoforganisations within the Island, including the Société Jersiaise, the ChamberofCommerce, the Jersey Consumer Council, and Concern. None ofthemembers,includingthechairman, receive any remuneration for their services.
  5. I believe that Mr. Clarke would be eminently suited to the position of Chairman. Mr. Clarke is chartered accountantwhohas recently retired from his position as ChairmanofKPMGChannelIslands. Having joined KPMGLondonas a graduate trainee in 1977, Mr. Clarkeworked his way upthrough the ranks and wasappointed as a principal and then as a partner in the firm,becoming the Managing Partner of the Jersey Office in 1997.Mr. Clarkewas also Chairman of the Jersey Branchof the Institute of Directors from 2002 to 2004,having previously served asVice-Chairman.
