Introduction
Since the Council of Ministers lodged the Strategic Plan on 10th April 2006 Ministers have received a number of helpful comments from members of the public and members of the States, and several Ministers have also discussed the Plan with scrutiny panels. As a result of the comments received, a number of amendments to the Plan have been lodged by the Council of Ministers.
This Addendum contains a number of changes to the parts of the Plan that are not subject to approval by the States in the proposition. The Council is hopeful that these changes will address a number of the concerns and queries raised in the comments received. It is the Council's intention to publish a final version of the Plan in due course incorporating all the amendments approved by the States and the changes shown below will be included in the final version.
Manpower implications
In the Resources Statement for the Minister for Treasury and Resources on pages 16 to 18, after the section on the Dwelling Houses Loan Fund, insert the following new paragraph.
" M a n power
T h e o verall costs of manpower are contained in the revenue expenditure totals in the Resources Forecast
above. Detailed manpower implications will be assessed as policies are brought forward for approval and overall manpower numbers will also be identified in each States Annual Business Plan".
Council of Ministers' commitments – order
In the Council of Minister's commitments on page 13, after the words"We will" insert the words – "i n n o specific order of priority"

This change has been made in response to comments that the use of numbers gave the appearance of a priority order. This was never intended to be the case. The Council of Ministers believes that all of the Commitments should be given equal priority to achieve balance in the quality of life for Islanders.
