THE STATES are asked to decide whether they are of opinion
in a c cordance with Article 5(2) of the Administrative Decisions (Review) (Jersey) Law 1982, to appoint
the following persons as members of the Administrative Appeals Panel, from whom members of Boards of Administrative Appeal are chosen, for a further period of 3 years –

PRIVILEGES AND PROCEDURES COMMITTEE
REPORT
The Administrative Decisions (Review) (Jersey) Law 1982 provides that any person aggrieved by a decision made by any Minister or Department of the States, or any person acting on behalf of any such Minister or Department, may apply to the Greffier of the States to have the matter reviewed by a Board of Administrative Appeal (often known as a Review Board'). A Board to deal with each individual complaint is comprised of 3 persons selected from the Administrative Appeals Panel, one of whom must be the Chairman or one of the Deputy Chairmen.
Articles 5 the Law states that – 5
- B o ards shall be constituted from an Administrative Appeals Panel (referred to in this Law as the "Panel") of persons appointed by the States in mannerhereinafterprovided.
- T h e States may from time to time by Act –
(a ) fr o m among persons suitably qualified by profession or experience appoint a Chairman and 2
suitably qualified Deputy Chairmen of the Panel; and
(b ) a p point a sufficient number of persons to constitute the Panel,
to h o ld office during such period and on such terms and conditions as the States may so direct, and any
person so appointed shall be eligible for re-appointment on the expiry of the person's term of office.
Re-appointment of members
The Committee is pleased to nominate the existing Chairmen, Deputy Chairmen and members for a further term of 3 years. The Panel was reconstituted 3 years ago under the new chairmanship of Mrs. Carol Canavan following the retirement of the former Chairman, Mr. R.R. Jeune CBE, and, at that time, an advertisement was placed in the Jersey Evening Post which led to the selection and appointment of 2 new Deputy Chairmen. The Committee has sought advice from the Appointments Commission about the appropriateness of re-appointing the same members and been reassured that this course of action complies with the Commission's current policies on bodies of this nature where members serve in a purely honorary capacity and where no new members are being appointed.
Chairman
The Privileges and Procedures Committee is pleased to nominate Mrs. Carol Elizabeth Canavan for re- appointment as Chairman of the Panel. Mrs. Canavan has been Chairman of the Panel for the last 3 years and the Committee is extremely grateful for the significant amount of time she has spent in relation to her duties and in giving helpful input into the recent amendments to the operation of the system agreed by the States on 14th February 2006. Mrs. Canavan, a Jerseyécrivain or solicitor, is a co-founder and partner in Crill Canavan. She was employed in the Judicial Greffe from 1976 – 1984, initially as a Legal Trainee and ultimately as Assistant Greffier, before moving to Crills, where she remained until 1992. She is currently Honorary Secretary of the Jersey Law Society.
Deputy Chairmen
2 new Deputy Chairmen were appointed 3 years ago and the Committee is pleased that both are willing to continue in this honorary role. Both have chaired a number of Boards since their appointment.
Mr. Nigel Peter Edgar Le Gresley was educated at Victoria College Preparatory School and Victoria College. He was admitted as a Jersey solicitor on 18th July 1983, having taken all the examinations locally, including two in French. He is a previous member of the examining board for advocates and solicitors and runs his own legal practice.
Advocate Richard John Renouf was called to the bar in 1979 and became an advocate of the Royal Court of Jersey in 1984. He was made a partner of Michael Voisin and Company in 1986. From 1989-1994 he practised as a sole practitioner and build up a strong local client base. In 1995 his practice merged with that of Advocate Raoul Lemprière and they were joined by Advocate Marian Whittaker under the name of Lemprière Whittaker Renouf . Since February 2005 Advocate Renouf has been a Procureur du Bien Public of the Parish of St. Ouen.
Members
The Committee is pleased that the following existing members of the Panel have indicated a willingness to serve for a further 3 years. The Committee is appreciative of the time they have already given in this role and is satisfied that they represent a wide spectrum of Island life.
Mr. John Geoffrey Davies was Senior Jersey Partner of Deloitte & Touche and a Regional Partner-in-charge United Kingdom Offshore Region. Mr. Davies qualified as a Chartered Accountant in August 1974 and has wide managerial experience. He worked in Industry for 13 years before obtaining his Chartered Accountancy qualifications and moving onto his professional career, from which he has now retired.
Mr. Peter George Farley joined Midland Bank in Jersey in 1962 and remained with Midland Bank until 1989 when he moved to Royal & Sun Alliance Trust (Jersey) Ltd., where he was appointed Manager. He was appointed Managing Director in 1996 and retired in December 1999.
Mr. Patrick Edward Freeley retired after 44 years in the employment of the Parish of St. Helier– from Clerk to Deputy Greffier, including the Welfare Department, and ultimately as Greffier. He was recently elected as a Procureur du Bien Public for the Parish of St. Helier .
Mrs. Mary Le Gresley obtained a Diploma in Dietetics in Glasgow Caledonian University and was employed as a Dietician in the Royal Infirmary, Edinburgh and the Western Infirmary, Glasgow, before moving in 1968 to the Jersey General Hospital as Senior Dietician. She has now retired from this position.
Mr. Thomas Siouville Perchard was educated at de la Salle College and is a farmer. He is a former Vice-President of the Jersey Farmers' Union. A Director of Biarritz Ltd., he has a deep understanding of Island life, its institutions and the structure of its administration.
Miss Christine Vibert is a self-employed Consultant who assists organisations with planning relocation and refurbishment, as well as giving advice on designing and improving records management systems.
Mr. David James Watkins retired as Island Director of Lloyds Bank, and was a member of a previous Working Party to consider the relationship between the States and the parishes in the provision of services to the public.
Amendments to the Administrative Decisions (Jersey) Law 1982
Members will recall that the States approved a number of amendments to the administrative appeals system on 14th February 2006. These are currently awaiting sanction by the Privy Council. Once the amendments are in force the Committee is confident that the system will be further strengthened and will provide an even more effective way for members of the public who are aggrieved by any aspect of public administration to seek a remedy.

There are no financial and manpower implications arising from this proposition. All appointments are on a totally honorary basis.
