COMMENTS

The Council of Ministers supports part (a) of the proposition and notes that the Minister for Social Security is already engaged in the preparation of legislation that will protect the continuity of employment and terms and conditions of employees.

In relation to part  (b) of the proposition, the Council notes that the Minister for Treasury and Resources has given an undertaking that the proposed sale of the controlling interest of any public utility will make provision for the protection of the rights of the employee, including the maintenance of existing terms and conditions of service. The Council endorses the position taken by the Minister for Treasury and Resources and therefore considers part  (b) to be entirely unnecessary. Indeed, the Council believes that this part of the proposition would have a damaging effect as it would inhibit any progress in respect of the ownership of utilities for the next year or more, pending the introduction of employee protection legislation.
