THE STATES are asked to decide whether they are of opinion
to re f er to their Act dated 2nd May 2007 in which they agreed to approve the appointment of a Committee
of Inquiry to investigate fully the circumstances relating to the development of Fields 848, 851 and 853, Bel Royal, and to appoint Mr. Reginald Peter Kemble as a member of the Committee of Inquiry.
CONNÉTABLE OF ST. LAWRENCE
REPORT
On 2nd May 2007 the States agreed to establish a Committee of Inquiry to investigate fully the circumstances regarding the development of Fields 848, 851 and 853, Bel Royal, St. Lawrence.
I was pleased on 4th July 2007 to be able to recommend to the States the membership of the Committee of Inquiry. Such recommendation was approved and the 3 members recommended, namely Mrs. Carol Canava (Chairman), Mr. David Watkins and Mr. Peter Cameron, were duly appointed. Unfortunately Mr. Camer subsequently had to advise me that he was unable to take part in the Committee of Inquiry because of health reasons and his resignation was notified to the States on 11th September 2007.
I am now pleased to be able to recommend to the States that the vacancy be filled by the appointment of Mr. Peter Kemble, R.I.B.A. I am very grateful to Mr. Kemble for agreeing to carry out this very important rol for which his many years of experience make him extremely well suited.
Financial and manpower implications
The financial and manpower implications remain unchanged from 4th July 2007 in that the Minister for Treasury and Resources has confirmed that the Committee of Inquiry will be funded, up to a maximum of £15,000, from the cash limit of the Planning and Environment Department. The Department will endeavour to accommodate this cost and remain within its cash limit. However, should it be unable to do so, the Minister for Treasury and Resources has given an undertaking to underwrite any overspend up to £15,000 from unspent balances elsewhere.
The Committee of Inquiry needed executive and administrative support. Since 4th July 2007, discussions have taken place with the Chairman and a temporary part-time member of staff has been recruited to work in the States Greffe on this inquiry.

Biography
Mr. Reginald Peter Kemble
Mr. Kemble, a qualified architect, was a partner in the firm of Le Sueur & Baker, Architects, for in excess of 30 years. After the retirement of Mr. Baker, he remained as a sole practitioner for some 10 years, until h retirement just a few years ago.
