MINISTER FOR PLANNING AND ENVIRONMENT

REPORT

The Planning and Building (Jersey) Law 2002 provides that there should be a Planning Applications Panel comprising 3 States members and that it will be chaired by an Assistant Minister, appointed by the Minister for Planning and Environment, with the agreement of the Chief Minister.

Since the appointment of the Deputy of Trinity as the Assistant Minister for Planning and Environment, she has chaired the Panel, and the Connétable of St.  Saviour, as a reserve member, has filled the vacancy left by the retirement of the former Connétable of St.  John, Mr. Richard Dupré. I propose that the Connétable of St.  Saviou be a full member of the Panel.

The promotion to full member of the Connétable of St.  Saviour and the resignation of the Connétable of St. Helie has created vacancies for the 2 reserve members of the Panel. I propose that Deputy S. Power of St.  Brelade and the Connétable of Trinity fill these positions.

Nominations can only be made by the Minister. If the States rejects these nominations, the Minister must nominate another States member, and so on, until all the vacancies are filled. The Law provides that the period of membership of a Panel member is 3  years.

There are no financial or manpower implications arising from this proposition.
