PROPOSITION
THE STATES are asked to decide whether they are of opinion
in a c cordance with their Act dated 9th November 1961, as amended, concerning the membership of the
Manual Workers' Joint Council, to appoint the 4 representatives of the States to serve as members of the Employers' Side of the Council for 2008, as follows –

REPORT
The Employers' Side membership comprises 4 representatives of the States and one representative of the Connétable s.
The Employers' Side represents the Executive in negotiations with the Transport and General Workers Union on Manual Workers' pay and conditions of service. The nominations for the States' representatives have been based on the fact that they are either Assistant Ministers or Chief Officers of departments employing significant numbers of Manual Workers.
Deputy Alan MacLean served on the Council in 2006 and 2007 and the States Employment Board is grateful to him for his service during this period. It is because he does not wish to continue that the Board seeks to appoint Senator Perchard, who is Assistant Minister for Health and Social Services, the States' largest employing department.
There are no financial or manpower implications for the States arising from this proposition.
