PROPOSITION

THE STATES are asked to decide whether they are of opinion

to refer to their Act dated 17th November 1999, in which they approved the establishment of the Statistics User Group, and to approve the re-appointment of Mr. Charles Christopher Gooding Clarke as Chairman of the Statistics User Group for a period of 3 years commencing on 26th October 2009.

REPORT

Following approval by the States of P.142/1999 – Establishment of a Statistics Users Group – the Statistics User Group (S.U.G.) was created in 1999 as an independent body  to  review  and  comment  upon  official statistics  in Jersey.  In  October 2006, Mr. Charles Christopher Gooding Clarke was appointed as Chairman of the Group for a period of 3 years.

The Statistics User Group is grateful to Mr. Clarke, who, during his term as Chairman of the Group, has been fully committed to the work undertaken.

Mr. Clarke was originally appointed as it was felt he was eminently suited to the position of Chairman and this viewpoint remains unchanged. Mr. Clarke is a chartered accountant who retired from his position as Chairman of KPMG Channel Islands in 2005, having joined KPMG London as a graduate trainee in 1977. He is currently Chairman of Thomas Dessain Limited, and is involved in a number of unremunerated business and community positions, including Jersey Finance Limited, Market Strategy Group and Durrell Wildlife Conservation Trust.

I therefore recommend to the States that Mr. Clarke be re-appointed to the role of Chairman for a period of 3 years with effect from 26th October 2009.

The Appointments Commission has confirmed that they support the re-appointment of Mr. Clarke.
