PROPOSITION
THE STATES are asked to decide whether they are of opinion
in pursuance of Regulation 3(2) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, as amended, to appoint the following person as a member of the Public Lotteries Board for a period of 5 years, namely –
Mr. Adrian Jonathan Garnier.

REPORT
The Public Lotteries Board is appointed by the States of Jersey on the recommendation of the Minister for Economic Development to advise and assist the Minister in all matters concerning and promoting the conduct in Jersey of the Channel Islands Lottery. It exercises the functions attributed to it by or under the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, as amended.
The Regulations require the States to appoint a Chairman and not less than 6 other persons to be members of the Board, all of whom shall be persons of integrity who are ordinarily resident in Jersey, and the appointments are for a period of 5 years.
A vacancy on the Board was advertised on 2nd July 2009 in the Jersey Evening Post in line with the Appointments Commission guidelines on appointments to quasi- autonomous non governmental bodies. Of the two applicants interviewed, Mr. Adrian Jonathan Garnier was selected for States approval for appointment to the Board.
The Minister accordingly proposes that, in accordance with Regulation 3(2) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, as amended, Mr. Adrian Jonathan Garnier be appointed.

A biography follows:
MR. ADRIAN JONATHAN GARNIER
After leaving Bournemouth University School of Finance and Law in 1999, Mr. Garnier has been involved in the banking and finance industry working for local banks including National Westminster, Kleinwort Benson, Lloyds TSB, Citibank, HSBC and Walbrook Investment Consultants Limited. From March 2007 to June 2008 he worked for the States of Jersey Economic Development Department as the Retail Strategy Manager. Mr. Garnier is at present working for HLB Jackson Fox Limited as a Trainee Accountant.
Mr. Garnier is a member of the Royal Jersey Golf Club and the Jersey Rowing Club and is interested in Motor Sport in general and also enjoys travelling, scuba diving, swimming and films.
