PROPOSITION
THE STATES are asked to decide whether they are of opinion
to request the Minister for Planning and Environment to amend the Building Bye-laws and Planning policies as appropriate to prepare: planning guidance and regulations to ensure all new large or significant renovation projects of commercial, public buildings or new public toilets include a "Changing Places" disabled toilet facility.

REPORT
Standard disabled toilets do not meet the needs of many disabled people, including those with profound physical or multiple learning disabilities. To make matters worse many of these inadequate toilets are not available in the evening or Sundays, for example the Central Market toilets.
Without adequate facilities, families have to change the person they care for on a cramped and dirty toilet floor. The alternative is to limit outings to a few short hours, or not go out at all. Similarly profoundly physically disabled people have to suffer the indignity of having to ask others to assist them in toileting due to the absence of adequate facilities such as hoists.
Changing Places, (a concept developed by Mencap) are disabled toilets which have a height-adjustable changing bench, for adults, a hoist and plenty of space.
The States should aim to have Changing Places toilets installed in all significant public places, including shopping centres, sports/arts venues, the bus station, airport and harbour, in addition to or as part of a standard disabled toilet.
In the meantime planning guidance and regulations should be updated to ensure that all new large or significant renovation projects of commercial, public buildings or new public toilets include a "Changing Places" disabled toilet.
