THE STATES are asked to decide whether they are of opinion
- to agree that Standing Order 85 entitled "Proposal to move to the next item" should be repealed; and
- to request the Privileges and Procedures Committee to bring forward the necessary amendment to give effect to the proposal.

REPORT
There are many instances where this Standing Order has been used to circumvent a backbencher's right to debate until conclusion their propositions that I have witnessed over the last 10 years. There is, in fact, no real need for such a mechanism other than to thwart an individual's right to debate the issue they choose.
If the States wish to move to the next item and it is by consensus then there is always the opportunity to withdraw, with the Assembly's permission, any proposition.
The arguments are understood for and against this proposal in my view and a long- winded report is unnecessary I believe.
