STATES OF JERSEY

NORTH OF TOWN MASTERPLAN (REVISED) (P.103/2010): ADDENDUM

Presented to the States on 3rd August 2010 by the Minister for Planning and Environment

STATES GREFFE

2010   Price code: A  P.103 Add.

ADDENDUM Summary of changes made to the original Masterplan

There is no development proposed above, nor parking below, the Town Park. This means that work on its remediation will commence this year and construction will be completed in 2011.

Proposals for the redevelopment of the Green Street car park have been dropped as part of the Revised Masterplan. That does not preclude its future development as a stand-alone' project.

Minden Place Car Park will not be demolished until the end of its design life in 9 or 10 years' time. At that time, it is proposed to replace it with a small square, enclosed by a development of shops on the ground floor, homes above, private parking spaces and on-street public parking for the disabled.

Public car parking provision will be made, not only at Ann Court, but also on the Jersey Brewery, Jersey Gas site and the Le Masurier site, following constructive discussions with the owners of those sites.

Additional  pedestrian  and  cycle  routes  will  be  created  as  part  of  private development proposals.

An additional area of one vergée of public open space is provided, in addition to additional space created as part of the development of private sites in the Revised Masterplan area.

The New Island Plan proposes a new affordable housing mechanism. If it is approved by the States it will propose that 12½% of homes created on most private residential sites, including those identified in the Revised Masterplan, will be affordable housing. That will increase to 20% within the first 5 years. Any increased provision of affordable housing on States-owned sites will ultimately be determined by the States.
