PROPOSITION
THE STATES are asked to decide whether they are of opinion
to appoint, in accordance with clause 7.4 of the Constitution of the Jersey Overseas Aid Commission as set out in Schedule 1 to the Jersey Overseas Aid Commission (Jersey) Law 2005, Mr. Peter Le Seelleur as a Non-States Commissioner for a further period of 3 years.

REPORT
Following the establishment of the Jersey Overseas Aid Commission (Jersey) Law 2005, and my own appointment as Chairman of the Commission, I should like to remind members that the Law requires the Chairman, in making nominations, to use his or her best endeavours "to ensure that the Commissioners shall be a diverse and balanced group of people in terms of gender, age, experience and skills, who share a commitment to the promotion of the objects of the Commission".
Members are advised that in order to ensure that the original appointment of the Non- States Commissioners were made in a fair and transparent manner, the selection process was undertaken in accordance with the procedures for such appointments established by the Jersey Appointments Commission with Mr. Mike Liston, Chairman of the Commission, involved at every stage in the selection process. As outlined in Schedule 1 of the Jersey Overseas Aid Commission (Jersey) Law 2005, 5.5 "A person who has been a Commissioner is eligible for reappointment as a Commissioner". I should like to confirm that Mr. Liston has endorsed the Jersey Appointments Commission's support for the nominee now being put forward for a second 3 year term, Mr. Peter Le Seelleur. Mr. Le Seelleur's hard work, dedication and contribution to the work of the Commission has been notable and his commitment to overseas aid has proved an asset since his appointment to the Commission. A short biography of Mr. Le Seelleur is attached at the Appendix. In accordance with the Law this appointment will be for a 3 year period.
There are no financial or manpower implications arising from this proposition.

APPENDIX
NON-STATES COMMISSIONER
Mr. Peter Le Seelleur (3 years)
Mr. Peter Le Seelleur is a Chartered Accountant and currently the Finance Director of Dexia Private Bank Jersey Limited. He has worked in the finance sector in Jersey since 1983.
Mr. Le Seelleur was an elected member of St. Paul's Church Administrative Council and served as Honorary Treasurer for 14 years. During that time Mr. Le Seelleur was involved in the assessment of many requests for financing from aid agencies of all kinds, with each application considered being assessed not only on the merits of the appeal itself, but also on the standing of the agency making the application.
Mr. Le Seelleur also serves as Honorary Treasurer of the Jersey Branch of the Chartered Institute of Marketing and the Grace Trust and is Honorary Auditor of the Scott Gibaut Homes Trust. He was the Honorary Treasurer of the Jersey Clipper 2000 campaign.
