PROPOSITION

THE STATES are asked to decide whether they are of opinion

  1. to refer to their Act dated 13th October 2010 in which they adopted the Proposition entitled Property and Infrastructure Regeneration: the States  of  Jersey  Development  Company  Limited'  (P.73/2010)  as amended, setting out the proposals and structure of the new Property and Infrastructure Regeneration process and establishing the States of Jersey Development Company Limited; and
  2. to approve  the  appointment  of   Connétable  A.S. Crowcroft  of St. Helier as a member of the Regeneration Steering Group.

Background

On  13th  October  2010,  the  States  approved  proposals  lodged  by  the  Council  of Ministers that set out new arrangements for structuring the planning, development and implementation of major property and infrastructure regeneration projects in Jersey (P.73/2010).

A key provision of the proposals included the formation of a Regeneration Steering Group.

The purpose of the Regeneration Steering Group is to provide political guidance in order to inform the policy guidelines for all major Public property and regeneration projects in Jersey.

This will in practice mean that the Regeneration Steering Group translates Masterplans and Development Briefs proposed by the Minister for Planning and Environment into workable and viable Development Plans.

Having approved a Development Plan, the Steering Group will pass this to the States of Jersey Development Company, who will take responsibility for its implementation. To this extent, the Regeneration Steering Group will provide a guiding framework for the activities of the States of Jersey Development Company in delivering a particular Development Plan.

By means of the Regeneration Steering Group, the Public will also retain an interest in each regeneration project throughout the delivery process.

Composition

The membership of the Regeneration Steering Group is as follows –

the Chief Minister (Chairman)

the Minister for Treasury and Resources

the Minister for Economic Development

the Minister for Transport and Technical Services

a member of the States elected by the Assembly with a St. Helier mandate (namely a Senator, the Connétable of St. Helier or a St. Helier Deputy )

a co-opted Connétable for a Parish in which a major regeneration scheme is taking place.

The Regeneration Steering Group is accountable to the Council of Ministers for its activities.

Appointment

The Proposition (P.173/2010) approved by the States originally provided that the Connétable  of   St. Helier  should  automatically  be  a  member  of  the  Regeneration Steering Group.

However, an amendment lodged by Senator B.E. Shenton was subsequently approved by the States, which made provision instead for a member of the States elected by the Assembly with a St. Helier mandate (namely a Senator, the Connétable of St. Helier or a St. Helier Deputy ) to be a member of the Regeneration Steering Group.

The  Chief  Minister,  as  Chairman,  therefore  recommends  that  the   Connétable  of St. Helier be appointed as a member of the Regeneration Steering Group.

The appointment of the Connétable of St. Helier is particularly important because a large number of the proposed regeneration projects will take place in the Parish. The knowledge and experience of the Connétable are therefore vital to ensuring that the interests  of   St. Helier  residents  are  represented.  Likewise,  it  will  ensure  that  an understanding of Parish matters is brought to the attention of the Steering Group.

While the Regeneration Steering Group requires a clear link to the Parish of St. Helier , the Chief Minister also wishes to emphasize that the revised regeneration process presents many opportunities with which States Members can engage.

The Regeneration Steering Group has already met twice in recent months under the direction of the former Chief Minister, as the amendment of Senator Shenton was missed at the time. The Connétable of St. Helier has been present at these meetings.

This error is regrettable, although it should be noted that no major policy decisions have been made by the Steering Group during this period, as the Steering Group first met towards the end of the previous Council of Ministers.

With this in mind, the Chief Minister wishes to properly constitute the Regeneration Steering Group before it begins the main thrust of its work early in 2012.
