PROPOSITION
THE STATES are asked to decide whether they are of opinion
to agree that from the date of retirement of Sir Michael Birt as Bailiff of Jersey, Recommendation 2 of the Review of the Roles of the Crown Officers (the Carswell Review'), namely that "2. The Bailiff should cease to act as President of the States and the States should elect their own President, either from within or from without the ranks of their members" should be implemented.

REPORT
When I stood for election as Chairman of PPC at the end of 2011, I pledged to review the Carswell Report and, with the permission of the Committee, duly formed a working group of PPC members – Deputy J.A. Martin of St. Helier and Deputy M. Tadier of St. Brelade . The working group received excellent support from the States Greffe, but was only able to meet on one occasion before my resignation as Chair following the States' decision not to implement PPC's proposition for States Reform along the lines agreed in the Island's referendum. The new Chairman of PPC, Deputy J.M. Macon of St. Saviour , in answer to a question put to him earlier this year, indicated that continuing the work of the Carswell Review working group was not a priority for the Committee, and this is reflected in the minutes of the Committee on the only occasion when the matter was discussed. The announcement of the planned retirement of the present Bailiff , Sir Michael Birt, has prompted me to lodge a proposition to implement the Carswell Report.
