PROPOSITION
THE STATES are asked to decide whether they are of opinion
in pursuance of Regulation 3(2) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, to appoint the following as members of the Public Lotteries Board, namely –
Darren Scott (Economic Development Department) (Chairman) Ruth Johnson (Chief Minister's Department)
Alison Rogers (Treasury and Resources Department)
Andrew Sugden (Economic Development Department)
Nathan Fox (Economic Development Department)
Alison de Bourcier (Economic Development Department)
Phil Ashley (Treasury and Resources Department).

REPORT
The Public Lotteries Board is appointed by the States of Jersey on the recommendation of the Minister for Economic Development to advise and assist the Minister in all matters concerning and promoting the conduct in Jersey of the Channel Islands Lottery. Normally it exercises the functions attributed to it by or under the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975. However, this interim Public Lotteries Board will only exercise those functions relating to overseeing draws made in Jersey.
The Regulations require the States to appoint a Chairman and not less than 6 other persons to be members of the Board, all of whom shall be persons of integrity who are ordinarily resident in Jersey, and the appointments are for a period of 5 years.
Following the transformation and rejuvenation of the Channel Islands Lottery over recent years, new terms of reference are being drawn up for the Public Lotteries Board to reflect the forthcoming implementation of the Charities (Jersey) Law 2014. Once the terms of reference are agreed, a full public recruitment exercise for the Board will take place. This is likely to be in early 2016. Until such time, a Board should be constituted to oversee the draw for the Christmas Lottery on 17th December 2015.
The Minister accordingly proposes that, in accordance with Regulation 3(2) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, Darren Scott be appointed Chairman, and Ruth Johnson , Alison Rogers, Andrew Sugden, Nathan Fox, Alison de Bourcier and Phil Ashley be appointed members. No expenses will be incurred or claimed by the Board.
