in  accordance  with  Article 18(1)  of  the  Employment  of  States  of  Jersey Employees (Jersey) Law 2005 to appoint Ms. Gailina Liew as a Commissioner of the Jersey Appointments Commission.

Introduction

The Jersey Appointments Commission is established under Part 4 of the Employment of  States  of  Jersey  Employees  (Jersey)  Law  2005  ("the Law").  The  Commission consists  of  a  Chairman  and  not  more  than  4 other  Commissioners.  The  States Employment Board wishes to appoint one Commissioner (under Article 18(1) of the Law).

An open and robust recruitment process was conducted on 29th September 2015, which followed interviews for Commissioners in March 2015. Following this interview the States  Employment  Board  agreed  to  recommend  the  appointment  of  one  new Commissioner. The person selected and the period of appointment is:

Part 4 of the Employment of States of Jersey Employees (Jersey) Law 2005 allows for Commissioners to serve a maximum of 8 years.

The Appointments Panel on 2nd, 3rd and 4th March 2015 comprised Connétable J. Gallichan of St. Mary , the Rt. Hon. Dame Janet Paraskeva, Chairman of the Jersey Appointments Commission, and Mr. Richard Stevens, Director of Human Resources and Executive Officer to the Jersey Appointments Commission. Ms. Liew was assessed as a credible and appointable candidate, but the decision following the Panel in March was to offer the role to one of the other candidates, Jennifer Carnegie. Following the unexpected resignation of Jennifer for personal and career reasons 4 months after appointment, the Panel revisited the portfolio of candidates and invited Ms. Liew for a second interview on 29th September 2015. Following this interview, the decision was made to recommend her appointment as a Commissioner.

As reported previously, in P.33/2015, an open, transparent and robust appointment process was conducted in accordance with the Appointment Commission's Code for Recruitment to Autonomous and Quasi-Autonomous Bodies and Tribunals. There was a local advertisement in the Jersey Evening Post and the vacancy notice was posted on the States website. The search for candidates was supported by local agents, Rosy Dessain and Charles Clarke of Thomas and Dessain.

Ms. Gailina Liew

Ms. Liew is a Barrister and Solicitor, having gained her LLB. in 1992 at the University of Western Ontario (London). She holds a BSc. with Distinction in Molecular Genetics and Molecular Biology from Trinity College, University of Toronto (1988) and more recently,  in  2005,  she  attained an  M.B.A.  from  the  Kellogg  School  of  Business, Northwestern  University  (Chicago)  and  the  Schulich  School  of  Business,  York University, Toronto. She is certificated by the Society of Ontario Adjudicators and Regulators (SOAR).

Ms. Liew  is  an  independent  board  director  and  public  company  executive  with entrepreneurship, corporate governance, general counsel, global strategic partnership, financing, marketing, product development and commercialisation experience. Her working experience has been in Canada, and has included being Chairman and a member of the Board of Directors for ventureLAB, a regional innovation centre for York  Region  and  part  of  the  Ontario  Network  of  Entrepreneurs  and  Centres  of Excellence. The ventureLAB mandate is focused on helping entrepreneurs build high- growth, innovative and scalable businesses. Her work as Chairman and member of the Board  of  Directors  was  primarily  focused  on  strategic  planning  and  developing/ managing a diverse stakeholder group which included entrepreneurs, 9 municipalities, provincial and federal government representatives, 3 large community hospitals, several high-tech and healthcare multi-national corporations and various advisory groups.

Previously, she was the President and Chief Operating Officer for GeneNews Limited, a  molecular  diagnostics  company  focused  on  early  cancer  detection  and  a  listed company on the Toronto Stock Exchange. She was part of the founder group that got the company initially off the ground, raising multiple rounds of capital from angel, private equity and institutional investors and successfully leading the company through development, clinical trials and commercialisation of a breakthrough diagnostic method and the world's first blood-based colorectal cancer test.

She has also served as Corporate Counsel and Secretary for a venture capital fund and has been an adjudicative member of the Criminal Injuries Compensation Board for the Ontario Government.

Ms. Liew has relocated to Jersey with her husband and family following her husband's appointment into a senior role. She is licensed to work in Jersey under the Control of Housing and Work (Jersey) Law 2012.

Financial and manpower implications

The States Employment Board agreed in January 2015 that the method of payment of Commissioners would be changed to an annual payment of £5,000. The fees will be funded from within the existing budget.
