PROPOSITION

THE STATES are asked to decide whether they are of opinion

in accordance with Article 2 of, and the Schedule to, the Police (Complaints and Discipline) (Jersey) Law 1999, to appoint Mr. Howard Cooper as Chairman of the Jersey Police Complaints Authority for a period of 3 years, commencing on 1st January 2017.

REPORT

The  States  Assembly  approved  P.158/2015 on  2nd  February  2016  to  re-appoint Advocate Deborah Prosser as Chairman of the Jersey Police Complaints Authority (JPCA). The Report appended to P.158/2015 stated that, whilst the Law required the appointment to be for a 3 year term, Advocate Prosser had indicated her intention to resign from the office at the end of 2016 after 9 years of service.

A recruitment process for the position of Chairman of the Authority was undertaken by the JPCA earlier this year. The process resulted in Mr. Howard Cooper being offered the role, subject to the agreement of the States Assembly. Mr. Cooper has been a serving member of the Authority since March 2013.

Mr. Cooper's appointment has been approved by the Jersey Appointments Commission and has the support of the current Chairman of the Authority. Mr. Cooper will continue to work closely with the current Chairman until her departure at the end of 2016.

Accordingly, the Minister for Home Affairs recommends that Mr. Howard Cooper be appointed to serve as Chairman of the Jersey Police Complaints Authority for a period of 3 years, commencing on 1st January 2017.

Mr. Howard Cooper – Biography

Until 2012, Mr. Cooper was the Assistant Head-teacher at Hautlieu School, where he had worked since 1976. Prior to becoming the Assistant Head-teacher he held positions as teacher of Design and Technology, Head of Sixth Form and subsequently Director of Sixth Form Studies. During this period he also undertook an exchange teaching post for one year in Australia. Before joining Hautlieu School, Mr. Cooper worked as a product development engineer for British Industrial Plastics where he had previously completed an engineering training programme.

Mr. Cooper holds a Certificate in Education from Alsager College of Higher Education and a Master's Degree in Education from the University of Exeter. He is a Trustee of the Hautlieu School Fund and is a keen sportsman.

Mr. Cooper has been a member of the Authority since 6th March 2013, undertaking the role of Deputy Chairman since 1st January 2015.
