PROPOSITION
THE STATES are asked to decide whether they are of opinion
in accordance with Article 18(1) of the Employment of States of Jersey Employees (Jersey) Law 2005 to appoint Mrs. Jennifer Carnegie and Mr. Peter Charalambous as Commissioners of Jersey Appointments Commission until 31st January 2022.

Introduction
The Jersey Appointments Commission ("JAC") is established under Part 4 of the Employment of States of Jersey Employees (Jersey) Law 2005 ("the Law").
The function of the JAC is to oversee the recruitment of States' employees and States' appointees so as to ensure that, as far as practicable, appointments are fair, efficient and conducted in accordance with best practice principles and are made on merit.
The Commission consists of a Chair and up to 4 other Commissioners. It is proposed to seek a change in the law, (which is subject to a separate proposition) requesting an increase in Commissioners to 5 to handle workload in a balanced and timely manner. The membership of the JAC and their current terms of office are as follows –

Article 18 of the Law ("Membership of Commission") allows Commissioners to hold office for a period not exceeding 9 years.
For the purposes of workload and continuity, it is recommended that Mrs. Jennifer Carnegie and Mr. Peter Charalambous be appointed for a four-year term until January 2022.

Mrs. Jennifer Carnegie
Jennifer is a senior global director with experience in the development and Management of talent across diverse geographies, cultures and businesses. She has insight into the critical interaction between learning and development and business performance, founded on commercial and operation experience. Her expertise spans project stakeholder and resource management, combined with tactical leadership.
Jennifer is currently a Director and Co-Founder of Amicus Ltd., a global strategic leadership consultancy. She was previously the Global Director for Mars Incorporated, and set up Mars Corporate University, working closely with its Chairman, and was the Chief People Officer for Digicel, a global telecommunications and entertainment provider.

In the past, Jennifer was an NVQ Assessor, an Investors in People' Assessor, and a part-time lecturer teaching business studies, business law and international marketing. The Assembly had previously appointed her as a Commissioner in 2015. Jennifer has recently returned to the island.
Mr. Peter Charalambous
Peter is a very experienced financial services director with in depth experience of global financial services. He was a JFSC Registered Principal/Key Person for Banking and Investment funds. In addition, he is a Chartered Fellow of the Chartered Securities Institute and a member of the IOD.
Peter specialises in driving operational efficiency, integrating technology platforms, regulatory compliance and growth across multiple jurisdictions and cultures.
He has been an Executive Director with UBS AG – Jersey for the past 6 years and held Executive roles with HSBC in the island before that. He joins BDO Greenlight in January 2018.

These appointments will be funded by the existing budget in place for the costs associated with the running of the Appointments Commission.
