PROPOSITION

THE STATES are asked to decide whether they are of opinion

to appoint Ms. Therese Morel as a non-States Commissioner of the Jersey Overseas Aid Commission for a period of 3 years, commencing 6th March 2019 in accordance with clause 7.4 of the Constitution of the Jersey Overseas Aid Commission as set out in Schedule 1 to the Jersey Overseas Aid Commission (Jersey) Law 2005.

REPORT

Introduction

Following the establishment of the Jersey Overseas Aid Commission (Jersey) Law 2005, I should like to remind Members that the Law requires the Chairman, in making nominations, to use his or her best endeavours "to ensure that the Commissioners shall be a diverse and balanced group of people in terms of gender, age, experience and skills, who share a commitment to the promotion of the objects of the Commission". The present  States  Commissioners  are,  in  addition  to  myself  as  Chairman,   Deputy J.A. Martin  of   St. Helier ,   Connétable  P.B.  Le  Sueur  of   Trinity ;  and  non-States Commissioners Mr. D. Melville and Mr. A. Calvert .

Selection process

Members are advised that in order to ensure that this new appointment of a non-States Commissioner has been made in a fair and transparent manner, the selection process was undertaken in accordance with the procedures for such appointments established by the Jersey Appointments Commission, with the Head of Human Resources, Treasury and Resources and Non-Ministerial Departments for the States of Jersey, involved at every stage in the selection process.

I should like to confirm that the Head of Human Resources, Treasury and Resources and  Non-Ministerial Departments  has endorsed the Commission's support for the nominee, Ms. Therese Morel . Ms. Morel will replace Commissioner Peter Le Seelleur, who comes to the end of his term as Commissioner on 5th March 2019.

Ms. T. Morel : background to appointment

Ms. Therese Morel was born and educated in Jersey, and after University embarked on a 35-year career in aid and development, including almost 3 decades spent with the United Nations High Commissioner for Refugees ("UNHCR"). Occupying increasingly senior roles in the field and at HQ, Therese has comprehensive knowledge of the humanitarian system, both at the policy and operational levels, and extensive experience working on complex multi-sectoral operations in conflict and humanitarian settings. Her managerial and leadership skills were demonstrated at Country Representative and Director levels, and involved managing culturally-diverse teams of up to 300 staff, overseeing  budgets  of  over  US$20 million,  and  overseeing  the  provision  and management of grants to international and local implementing partners.

Her proven skills in strategy and policy formulation, change management, emergency response, inter-agency co-ordination, grant-making and capacity-building will be a huge asset to Jersey Overseas Aid, which itself is undergoing a root-and-branch reform in the way it operates. Ms. Morel , who has only recently returned to the Island, will assist JOA Commissioners and the Minister for International Development in creating a modern, professional and effective donor agency of which Jersey can be proud.
