PROPOSITION

THE STATES are asked to decide whether they are of opinion

  1. to request the States Employment Board, in conjunction with the Council of Ministers, to review the existing rules, policies and guidance relating to the ability of public sector workers to secure or hold employment that is secondary or additional to their employment with the States of Jersey;
  2. that the review should include input from all States Members and other relevant stakeholders;
  3. that the review should be concluded within 3 months of the adoption of this proposition; and
  4. to  request  the  States  Employment  Board, once  the  review  has  been completed,  to  lodge  the  rules,  policies  and  guidance  for  debate  and approval by the States Assembly no later than 6 months following the adoption of this proposition.

It is one thing for, say, a manual worker to gain some extra hours working in a pub, or a nurse to gain extra hours in the private sector. But it is completely another thing for the most senior members of staff to take on other roles that may put them in potential conflict with their duties. One would have thought that, from a perception point alone, for senior staff to take on other roles would be unacceptable; let alone them having the capacity to do so.

In these situations, one always tries to avoid discussion about an individual.

It seems to be that the rules surrounding this area need to be updated and, in particular, that the rules regarding senior roles need to be more stringent.

I welcome any amendments to my proposition. Financial and manpower implications

This can all be met within current departmental budgets.
