THE STATES commenced consideration of Regulations 12 to 17 and, adopting an amendment of the Corporate Services Scrutiny Panel (P.9/2021 Amd.), agreed that, after Regulation 15, there should be inserted the following Regulation with the subsequent Regulations re-numbered accordingly –
"16 Review of these Regulations
No later than 30th June 2031, –
- the Comptroller must review the operation of these Regulations to –
- establish the number of taxpayers who have elected to pay by deferred payment,
- establish the total amount of 2019 liability that is still outstanding, and
- consider whether these Regulations should be amended for the purpose of ensuring that the outstanding amount can be collected; and
- the Minister must present a report to the States Assembly that summarises the review's findings.".
