PROPOSITION

THE STATES are asked to decide whether they are of opinion

to agree, in accordance with the provisions of Regulation 4(5) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, to allocate £1,762,380 to be paid in tranches of £250,000, to the Association of Jersey Charities to enable the charitable sector in Jersey to support the Island community in its response to  the  impact  of  Covid-19;  such  arrangement  to  remain  in  place  until: (i) the Covid-19 crisis is deemed over; or (ii) new distribution arrangements are put in place.

REPORT

The Gambling (Channel Islands Lottery) (Jersey) Regulations 1975 stipulate that the proceeds from sales of all Channel Islands Lottery tickets are to be applied "in such manner and for such purposes of public benefit as the States shall from time to time by Act direct".

The net proceeds from sales of lottery tickets in 2019 were £1,388,268, and a balance of £374,112 remains from the 2018 proceeds. It is the Minister's recommendation to the States that:

The total (£1,762,380) of these funds are given (to be paid in tranches of £250,000), subject to a new Service Level Agreement tailored specifically to the Island's needs arising from the Covid-19 pandemic, to the Association of Jersey Charities, to enable continuity of distribution to support the charitable sector in managing the impact on the Island community of Covid-19, such arrangement to remain in place until either –

  1. the Covid-19 crisis is over; or
  2. new arrangements for future distribution of these funds are put in place.

Financial and manpower implications

Subject to the States' approval and the new Service Level Agreement, £1,762,380 of the Jersey proceeds from the Channel Islands Lottery will be transferred in tranches, as stated and as soon as is reasonably practicable, to the Association of Jersey Charities.

There are no additional financial or manpower implications for the States arising from this proposition.
