PROPOSITION
THE STATES are asked to decide whether they are of opinion
to appoint Mr. Douglas Melville as a non-States Commissioner for a further period of 3 years, in accordance with clause 7.4 of the Constitution of the Jersey Overseas Aid Commission as set out in Schedule 1 to the Jersey Overseas Aid Commission (Jersey) Law 2005.

REPORT
The Jersey Overseas Aid Commission (Jersey) Law 2005 requires the Chairman, in making nominations, to use his or her best endeavours "to ensure that the Commissioners shall be a diverse and balanced group of people in terms of gender, age, experience and skills, who share a commitment to the promotion of the objects of the Commission". In meeting that statutory requirement, non-States Commissioners with a range of backgrounds and professional qualifications were appointed when the Commission was first established.
The present States Commissioners are, in addition to Deputy C.F. Labey of Grouville as Chairman – Connétable P.B. Le Sueur of Trinity and Deputy J.A. Martin of St. Helier ; and the non-States Commissioners are Mr. A. Calvert and Ms. T. Morel . Mr. Melville has served as non-States Commissioner since August 2015. Since 2018, Mr. Melville has served as Vice-Chair of the Commission. Mr. Melville 's current term of office expired on 4th March 2020.
Mr. Melville is currently the first Channel Islands Financial Services Ombudsman for Jersey and Guernsey. He has many years' experience in overseas aid in many different capacities. He began his career with the Canadian International Development Agency ("CIDA") in the 1980s and worked on field assignments, including project planning and evaluation, in over 10 countries throughout Africa and the Middle East. He worked at CIDA headquarters co-ordinating information and analysis during the African famine crisis. He has remained actively involved, through volunteer activities including board governance, advocacy, fund-raising and field missions in Eritrea, Ethiopia and Kenya. Through work in financial services, he has participated in technical co-operation missions to Sri Lanka, Trinidad, Jamaica, China, Malaysia, and 5 countries situated in Central America. In the aftermath of the 2004 Tsunami, he was sent as a volunteer to conduct an assessment for the option of monetary and technical assistance to rebuild the co-operative financial sector that was devastated. Mr. Melville is also involved as a volunteer expert in training workshops in several developing countries, through the World Bank and the Organisation for Economic Co-operation and Development ("OECD").
The Non-States Commissioners all serve in an honorary capacity and give many hours of their time freely to assist the work of the Commission. We would like to thank Mr. Melville for agreeing to continue to offer his considerable expertise to the Commission for a further term.
