THE STATES are asked to decide whether they are of opinion
to appoint Mr. Tim Brown as Chair of the Jersey Heritage Trust for a four-year term commencing on 1st August 2020.

REPORT
Background
The Constitution of Jersey Heritage Trust requires that the Trust is governed by a Board of Trustees chaired by a person nominated by the Minister for Economic Development, Tourism, Sport and Culture and appointed by the States of Jersey.
The Minister for Economic Development, Tourism, Sport and Culture was notified by Jersey Heritage Trust that its Chair, Professor Ed Sallis, was to stand down at the end of October 2019, after completing the maximum term permitted by the Constitution. At that time, Claire Follain, the Vice-Chair of Jersey Heritage Trust, took over as temporary Chair until the recruitment process could be undertaken to fill the Chair position.
Following a process overseen by the Jersey Appointments Commission, the post was advertised, and 2 candidates applied. Both were interviewed by a panel comprising 2 existing trustees, an independent and a representative from the Government of Jersey, with a member of the Jersey Appointments Commission in attendance. Tim Brown was the unanimous choice of the panel, and the process by which he was chosen has been formally endorsed by the Jersey Appointments Commission.
In accordance with the Trust's constitution, the Minister for Economic Development, Tourism, Sport and Culture now invites the States to confirm the appointment of Tim Brown for a term totalling 4 years. Mr. Brown has been serving as Acting Chair since 5th April 2020. If agreed by the States Assembly, the four-year term for the new Chair will commence on 1st August 2020.
Mr. Brown has considerable experience, not only from his distinguished professional career but also from his involvement in the cultural life of the Island. He was appointed a Trustee in 2016 and reappointed last year. He is currently Chair of the Finance and Audit Committee.
The Minister would like to record his thanks to Professor Sallis for his service as Chair of the Trust and to Mrs. Follain for acting as interim Chair.

APPENDIX
Tim Brown
Tim Brown has either been an adviser to or a Trustee of Jersey Heritage Trust for almost 6 years. Currently, as part of his Trustee role, he is Chair of the Finance and Audit Committee. In this latter position, he has been able to provide support and challenge to the leadership team, particularly around funding, charity status and the Trust's Constitution.
He has been involved with Jersey Post since 2011, initially as a Non-Executive Director, then as Senior Independent Director and Deputy Chairman. In 2014 he became Chief Executive Officer.
Since 2018, Mr. Brown has also been Chair of Parcel Monkey, a global courier service, where he has provided mentoring and coaching to the Chief Executive Officer and support to the management team in focusing on a clear strategy.
Prior to coming to Jersey, Mr. Brown held a number of senior positions with both public-owned and private logistics companies, including being Chief Executive Officer and Commissioner for Postcomm (the UK postal regulator), between 2008 and 2011. A Chartered Public Finance Accountant by profession, Mr. Brown achieved Chartered Director status in 2018.
Mr. Brown has been Acting Chair of the JHT since 5th April 2020.
