THE STATES are asked to decide whether they are of opinion
to request the Minister for Infrastructure to initiate arrangements in order that green waste from the Parishes and their designated contractors may be received free of charge at the green waste facility at La Collette.

REPORT
The Minister has successfully set up recycling bring banks' throughout the Island to facilitate recycling and minimise volumes of waste going to the Energy from Waste plant at La Collette. Most Parishes offer a kerbside recyclables collection facility which has proven to be popular and successful.
There is, however, a missing link to enable Island residents to reasonably get their green waste to the facility at La Collette presently dealing with it and converting it into soil improver which can subsequently be sold on. Given that most residents will not have access to suitable commercial vehicles and that modern private cars are not suitable for carrying garden green waste, it seems logical that it could be collected at the kerbside by the Parishes' existing contractors.
The Minister has indicated that he is not prepared to forego the charge to the Parishes for dumping green waste despite the fact that the need for significant numbers of car journeys will be removed.
Financial and manpower implications
The Infrastructure, Housing and Environment department will continue to receive income from the green waste deposited and, if properly marketed, there will be no cost implications to the department.
