PROPOSITION
THE STATES are asked to decide whether they are of opinion
in accordance with Article 2 of, and the Schedule to, the Police (Complaints and Discipline) (Jersey) Law 1999, to appoint the following person as a member of the Jersey Police Complaints Authority for a period of 3 years, commencing immediately –

Jersey Police Complaints Authority ("JPCA") membership
Article 1(1) of the Schedule to the Police (Complaints and Discipline) (Jersey) Law 1999 stipulates that the JPCA shall consist of a Chairman and not less than 6 or more than 8 other members.
The current membership of the JPCA is –

• Mrs Rachel Catchpole, Appointed 1 January 2017
• Mr David Porter, Appointed 1 June 2021
• Ms Allison Le Couteur, Appointed 4 October 2022
• Ms Jenna Newlands, Appointed 4 October 2022
• Mr Blake Albert, Appointed 4 October 2022
• Mr Simon Burgess, Appointed 11 September 2024
Recruitment
Following his first term of office, Mr David Porter is content to commit to a further three-year term in his role, subject to formal appointment by the States Assembly.
Accordingly, the Minister for Justice and Home Affairs recommends that Mr Porter be appointed to serve as a member of the Jersey Police Complaints Authority for a period of 3 years, commencing immediately.
Mr David Porter
Mr Porter has held roles within Financial Services, primarily within JFSC and in Industry.
Mr Porter has a BA (Hons) in Modern Languages and European Studies, and ACIB with BSc Financial Services and a CISI Diploma in Investment Compliance. He brings with him policy achievements including establishing with the finance industry Jersey's Alternative Investment Fund regime, and a wide range of experience in monitoring, reporting, risk assessments and data management.
He has broad and varied experience and knowledge which will complement the existing Board. Additionally, Mr Porter has experience as a JPCA member, having served a three-year term.
Financial and staffing implications
Members of the JPCA serve on a voluntary basis. Accordingly, there are no financial or staffing implications arising from this proposition.
Children's Rights Impact Assessment
A Children's Rights Impact Assessment (CRIA) has not been prepared in relation to this proposition as a CRIA is not required, in accordance with Schedule 2 of the Children (Convention Rights) (Jersey) Law 2022.
